Summary of thesis results: The thesis has collected information and thoroughly researched the current situation of research and development institutes, identifying the difficulties they are facing as well as their strengths and potential in training. The thesis has shown that a great potential for national training is being wasted. While the institutes are struggling and have not yet found a direction when the state introduces the mechanism of autonomy and self-responsibility, the potential of the institutes themselves is not being fully utilized to solve these difficulties. From this, the necessity of restructuring the research and development system in Vietnam is evident to effectively utilize the potential of the institutes to overcome current difficulties. Based on research into several university-institute models in advanced countries and the current circumstances and conditions of research and development institutes in Vietnam, this thesis proposes a university-institute model (based on the model of the Vietnam Academy of Science and Technology) along with the conditions necessary for its implementation. This is a solution for restructuring the research and development organizational system in Vietnam in the current period. 11.
