Summary of the results of the thesis: The thesis has collected information, carefully studied the current situation of research and development institutes, seen the difficulties that the institutes are facing as well as the strengths and potentials of the institutes in training. The thesis has shown that a great potential for training in the country is being wasted. While the institutes are facing difficulties and have not found a way forward when the state has introduced a mechanism of autonomy and self-responsibility, the potential of the institutes themselves has not been fully exploited to solve this difficulty. From there, we see the need to restructure the research and development system in Vietnam to effectively utilize the potential of the institutes to solve the current difficulties. Based on the study of some school-institute models of advanced countries in the world and the circumstances and conditions of research and development institutes in our country at the present stage, the thesis has proposed a solution for a school-institute model (researched on the model of the Vietnam Academy of Science and Technology) along with conditions to ensure implementation. This is the solution to restructure the research and development organization system in Vietnam at the present stage. 11.
