Summary of thesis results: Based on systematizing knowledge about science and technology policy, science and technology management, and applying a national system approach to innovation and innovation policy, the thesis analyzes the current status of science and technology organizations in Phu Tho province, the research and development capacity of these organizations, and the role of R&D in general and in Phu Tho in particular. The thesis conducts an investigation and survey of several science and technology organizations in the province, analyzing the current status of policies supporting these activities so that R&D results can be applied to production and life to serve the socio-economic development of the province. The survey results show that the R&D potential of science and technology organizations is weak, the capacity for planning and applying policies to serve innovation in the province is lacking, coupled with low demand for innovation through R&D results from businesses. Based on this, the thesis proposes four groups of solutions to further promote the integration of science and technology activities with production and business activities, including R&D activities of science and technology organizations in the province. The first group focuses on improving the capacity to apply innovation policies to the case of Phu Tho province by strengthening the functions of science and technology management agencies and the capacity to analyze socio-economic goals to identify science and technology tasks that meet those goals. The second group aims to raise awareness among business owners in particular and production and business in general about the role of science and technology organizations in production innovation. The third group aims to strengthen the research and development capacity of the system of science and technology organizations. The fourth group aims to improve the organization of the network of science and technology organizations in Phu Tho province to practically serve socio-economic development. 12. Practical applications: The results of this thesis can be used as reference material in the development and analysis of science and technology policies in general, and research and development policies in particular. For Phu Tho Province, the recommendations of this thesis can be immediately applied to improving the organization and mechanisms for quickly bringing research and development results into practical production and daily life in the province. 13. Summary of the findings of the thesis: On the basis of knowledge systematization on science and technology policies and management, and aproach national system about renovation and policies for renovation, the thesis analyzes the status of science and technology organizations in Phu Tho province, ability to do research and implementation, the role of research and implementation in general and in the province. The thesis made surveys in some science and technology organizations of the province, to analyze the status of supporting policies, in order for research and implementation results can be applied to practical production and people life for the social and economic development of the province. Those surveys show that the potential of science and technology organizations is weak, capacity to plan and apply policies for renovation process of the province is not good, added by demand to renovate by research and implementing results is low. Depending on that, the thesis proposes 4 groups of solutions for strengthening more association between science and technology activities with production and business activities including R & D activities of science and technology organizations of the province. The first group focuses on increasing ability of application of renovation policies in the case of Phu Tho province with strengthening functions of science and technology management organizations, and strengthening ability to analyze social and economical goals in order to define science and technology activities to reach those goals. The second group aims at raising awareness, of enterprises' owners in particular and of people in production and business process in general, about the role of science and technology organizations with production renovation. The third group is for strenthening research and developing capabilities of the system of science and tehnology organizations. The fourth group is for completion of organizing a network of science and technology organizations in Phu Tho province to practically develop society and economy. 13. Ability of practical application: results of the thesis can be used as reference document in construction, and for analyzing science and technology policies in general and R&D policies in particular.
