Chapter 1: Theoretical and legal basis for electronic record management.
Chapter 1 aims to systematize the theoretical and legal basis for electronic record management. Specifically, Chapter 1 clarifies several basic concepts such as electronic documents, electronic records, electronic record management, and the electronic record management process.
Chapter 2: Current situation and the necessity of electronic record management in the Vietnamese Social Insurance (SI) sector.
Chapter 2 focuses on clarifying the types of electronic social insurance records in Vietnam's social insurance sector; the necessity of managing the specific record block of Vietnam's social insurance sector; and analyzing the current state of electronic social insurance record management in Vietnam, including issues such as: organization and personnel managing electronic social insurance records; physical facilities, technical infrastructure, and financial resources serving electronic record management. From there, it analyzes the achievements, limitations, and causes of the aforementioned situation.
Chapter 3: Proposed solutions for organizing and managing electronic social insurance records in the Vietnamese social insurance sector. Based on the analysis and evaluation of the achievements, limitations, and causes of the current state of electronic social insurance record management in the Vietnamese social insurance sector, this study proposes several solutions regarding the development of guiding documents on electronic social insurance record management; and solutions concerning human resources, technology, and infrastructure to improve the management of electronic social insurance records in the Vietnamese social insurance sector.
Practical applications:
This thesis contributes to solving one of the issues of concern to the Vietnam Social Security sector in the process of reforming procedures and digital transformation, meeting the social requirements in the Fourth Industrial Revolution.
The research findings can be used to improve the efficiency of managing electronic records and documents generated from the activities of agencies, organizations, and businesses in Vietnam.
