Attending the meeting were representatives of the Office's leaders, functional departments, members of the Working Group drafting the Index Set, and leaders of member and affiliated units of VNU.
Implementing the Director's direction on building a set of KPIs to evaluate the task completion level of member and affiliated units, VNU has established a Working Group of 12 members led by Vice Director Nguyen Hoang Hai.
At the meeting, the representative of the Drafting Team presented the draft set of indicators. Accordingly, the "Set of indicators (KPIs) to assess the level of task completion of member units under VNU" was built with 35 core indicators linked to VNU's strategic indicators in 4 areas (Organizational management - Team development, Training; Science, Technology and Innovation; Finance) and the characteristics of the unit.
The KPIs are built on the following principles: Ensuring that implementation will contribute to achieving the Strategy and Resolution of the 6th National Party Congress of VNU; Streamlining, focusing on key performance indicators, prioritizing output assessment indicators; Ensuring that they can be applied to different groups of units (training, research, services); Ensuring that the specific features of each unit are assessed; Ensuring that the development level of the unit is assessed over the years; Ensuring flexibility in assessment and the ability to customize according to assessment objectives; Ensuring that data is public, transparent, inheritable, easy to measure and assess.
After receiving information from the Drafting Team, delegates from member and affiliated units of VNU discussed, exchanged and contributed opinions on contents such as construction approaches, contents, plans for allocating weighted scores for index groups of each unit group and each index, the flexibility of the index, etc.
Speaking at the meeting, Deputy Director Nguyen Hoang Hai assessed that the set of indicators has many positive points, integrating many different criteria and being linked to the strategic indicators of VNU. At the same time, units are allowed to propose other indicators according to the characteristics of the unit within the allowed score framework and these indicators can be changed periodically.
Vice President of VNU Nguyen Hoang Hai directed that, in parallel with completing the set of indicators to assess the level of task completion of units based on the comments contributed at the working session, the working group needs to research and develop detailed instructions for implementing this set of indicators.
