In accordance with the urgent dispatch No. 13/CD-UBND dated July 7, 2021, from the People's Committee of Hanoi City on strengthening the implementation of measures to prevent and control the Covid-19 epidemic in the new situation and developments of the disease; and document No. 2803/BGDĐT-GDĐH dated July 7, 2021, from the Ministry of Education and Training on the 2021 enrollment work in the context of the Covid-19 epidemic; given the rapid and complex developments of the epidemic in some localities, including Hanoi City, Vietnam National University, Hanoi (VNU-Hanoi) requests the VNU Office, the Trade Union, the Youth Union, the VNU Student Association, and its member and affiliated units to continue to vigorously implement the following contents:
1. Strengthen discipline and order in complying with COVID-19 prevention and control measures in the new situation; strictly implement the directives of the Central Government, the Ministry of Education and Training, and the City of Hanoi, especially document No. 1561/ĐHQGHN-CT&CTHSSV dated May 26, 2021, from the Steering Committee for COVID-19 Prevention and Control of Vietnam National University, Hanoi; do not gather more than 10 people outside of offices, schools, hospitals, and public places.
2. Instruct all staff, lecturers, scientists, workers, students, and postgraduate students of the unit to set a good example and strictly comply with local regulations in monitoring and managing people returning from areas/provinces/cities with outbreaks: From 6:00 PM on July 7, 2021, mandatory disease prevention and control measures will be applied to all people coming from Ho Chi Minh City and other outbreak areas (the list of outbreak areas is published and regularly updated on the Ministry of Health's electronic portal): Mandatory health declaration and 7-day home quarantine in accordance with the guidelines in Decision 879/QD-BYT dated March 12, 2020 of the Ministry of Health (except for those returning to Hanoi from official business and fully complying with all prescribed disease prevention and control measures); All individuals returning from epidemic areas must undergo three tests (on the first, third, and sixth day after returning from the epidemic area), and then self-monitor their health for seven days. If they experience symptoms such as fever, cough, sore throat, shortness of breath, or loss of taste, they must immediately notify the nearest health facility for timely health management guidance.
The application of disease prevention and control measures for the above cases will be adjusted and announced when new guidelines are issued by the National Steering Committee and the Ministry of Health.
Officials, lecturers, scientists, employees, students, and postgraduate students are required to minimize travel to epidemic areas and Ho Chi Minh City. In cases where travel is unavoidable for official purposes, such as working at agencies or organizations located in Ho Chi Minh City or other epidemic areas, permission must be obtained from the competent authority, and all epidemic prevention and control regulations must be strictly adhered to.
3. The university admissions process for the 2021-2022 academic year, as planned at member and affiliated units, requires special attention to implementing COVID-19 prevention and control measures in accordance with Directive No. 2803/BGDĐT-GDĐH dated July 7, 2021, from the Ministry of Education and Training.
All units and individuals are requested to seriously implement the contents of this document.
