Attendees included representatives from the Office, functional departments, members of the Task Force drafting the set of indicators, and leaders of member and affiliated units of VNU.
Following the Director's directive to develop a set of KPIs to assess the performance of member and affiliated units, VNU Hanoi established a working group of 12 members, headed by Vice Director Nguyen Hoang Hai.
At the meeting, representatives from the Drafting Committee presented the draft set of indicators. Accordingly, the "Key Performance Indicators (KPIs) for evaluating the performance of member and affiliated units of VNU" is developed with 35 core indicators linked to VNU's strategic indicators in four areas (Organizational Governance - Staff Development, Training; Science, Technology and Innovation; Finance) and the specific characteristics of each unit.

The KPIs are built on the following principles: Ensuring that implementation contributes to achieving the targets of the Strategy and Resolution of the 6th Party Congress of Vietnam National University, Hanoi; Being streamlined, focusing on core indicators (key performance indicators), prioritizing indicators that assess output results; Ensuring applicability across different unit groups (training, research, services); Ensuring the assessment of the specific characteristics of each unit; Ensuring the assessment of the unit's development level over the years; Ensuring flexibility in evaluation and the ability to customize according to evaluation objectives; Ensuring that data is public, transparent, cumulative, easy to measure, and verifiable.
Following the information from the Drafting Committee, delegates from member and affiliated units of VNU discussed, exchanged, and contributed opinions on issues such as the approach to development, content, method of allocating weighted points to indicator groups for each unit and for each indicator, and the degree of flexibility of the indicators…
Speaking at the meeting, Deputy Director Nguyen Hoang Hai assessed that the set of indicators has many positive points, integrating many different criteria and being linked with the strategic indicators of VNU. At the same time, the unit is allowed to propose other indicators according to its specific characteristics within the permitted scoring framework, and these indicators can be changed periodically.
According to the Vice Director of VNU Hanoi, Nguyen Hoang Hai, in parallel with finalizing the set of indicators for evaluating the performance of units based on feedback received at the meeting, the working group should research and develop detailed guidelines for implementing this set of indicators.
