The University of Social Sciences and Humanities, VNU, began its cooperation with the Rosa Luxemburg Foundation (Germany) in 2002. The first project between the two sides focused on policy research, within the framework of the research program on sociology and science and technology policy (later the social assessment research program on the development environment of the University of Social Sciences and Humanities, VNU). This is a long-term project, with the goal of researching the foundations, socio-economic and cultural conditions of the policy-making process, especially in the fields of science, technology and education.
Over 15 years of development, many scientific research works have been published in Vietnam and internationally. In addition, there are training courses, seminars, scientific conferences on policies; policy planning programs; practical studies on the impact and influence of policies on the development of countries, localities, organizations, and social issues. These activities have brought great effects to the research and training of management policies in many localities and provinces.
Prof. Dr. Nguyen Van Kim (Vice Principal of the School) delivered the opening speech at the ceremony.
In parallel with the above activities, the Rosa Luxemburg Foundation has coordinated with the University of Social Sciences and Humanities to implement a number of new research directions: selecting left-wing theories in the changing trend; the project of reforming educational policies in Vietnam, etc. The projects have been implemented and brought about many practical results.
With the sponsorship of the Rosa Luxemburg Foundation, many results have been applied in practice. First of all, the activities of building and developing subjects and training majors at the University of Social Sciences and Humanities: enrolling students in both levels of Public Policy starting from 2018; building new research directions, contributing to enhancing the reputation of the University, through the transfer of research results; publishing textbooks, monographs, reference books, and policy research documents.
The project has also deployed a policy research network, in coordination with many central and local agencies and departments in Vietnam (organizing 45 training courses on policy research and analysis skills, including many classes for members of the People's Council, People's Committee, Vietnam Fatherland Front, Office of the President, Office of the National Assembly, Office of the Government...).
Speaking at the opening ceremony, Prof. Dr. Nguyen Van Kim (Vice Rector of the University of Social Sciences and Humanities) expressed his sincere thanks to the Rosa Luxemburg Foundation for its effective attention and support for the University.

On behalf of the School Board, Prof. Dr. Nguyen Van Kim acknowledged the important contributions of Assoc. Prof. Dr. Vu Cao Dam, Prof. People's Teacher Nguyen Van Khanh and many individuals and scientists at home and abroad. Up to now, they have contributed a lot to the development of the Institute of Policy and Management as well as the cooperative relationship between the Institute and the Fund. The Vice President hopes that this relationship will continue to develop more deeply in the future, contributing to the development of policy research in Vietnam.
The international scientific seminar “15 years of cooperation between the University of Social Sciences and Humanities and the Rosa Luxemburg Foundation in Southeast Asia – Theory and policy framework from a leftist perspective” focused on the main contents: assessing the impact of cooperation between the Institute of Policy and Management-Rosa Luxemburg Foundation in Southeast Asia on policy research and training activities in Vietnam; leftist theory and some research issues on policy and educational science research in Vietnam today; the development process of policy science in Vietnam and priority research directions in the context of integration of the 4.0 industrial revolution.
The seminar is an opportunity to review the achievements and results of 15 years of cooperation between the University of Social Sciences and Humanities and the Rosa Luxemburg Foundation, as well as discuss future research directions between the two sides in the near future.
