On November 28, 2018, the University of Social Sciences and Humanities (Vietnam National University, Hanoi) collaborated with the Vietnam Social Insurance (BHXH) to organize a seminar entitled "Raising Awareness and Proactiveness of Students in Participating in Social Insurance, Health Insurance, and Unemployment Insurance".

Even in world politics like the US presidential election, insurance is a major issue on the agenda. From the Obama administration to President Donald Trump, insurance has been a major national issue. The more civilized and modern society becomes, the more crucial and significant insurance becomes in people's lives.”

Attending the seminar were Mr. Nguyen Duc Toan (Deputy Director of the Communication Center, Vietnam Social Insurance), Ms. Tong Thi Song Huong (Deputy Secretary General of the Vietnam Medical Association, former Director of the Health Insurance Department - Ministry of Health), Ms. Tran Thi Thuy Nga (Vice President of the Association of Vocational Education and Social Work, former Director of the Social Insurance Department - Ministry of Labor, War Invalids and Social Affairs), and Assoc. Prof. Dr. Hoang Anh Tuan (Vice Rector of the University of Social Sciences and Humanities).

Mr. Nguyen Duc Toan, Deputy Director of the Communication Center, Vietnam Social Insurance, stated: "Today, I arrived at the University of Social Sciences and Humanities very early, even before the seminar began. And I was very impressed with the message you conveyed: 'I feel confident when I donate blood' - an extremely humane message. Therefore, after today's discussion with our leading experts on health insurance and social insurance, please convey the message: 'I feel confident when I participate in social insurance and when I have a health insurance card.'"

'Regarding social insurance, participating students are provided with basic knowledge and content of social insurance policies, including the rights and responsibilities of employers and employees, contribution rates, benefit levels, and sickness, maternity, retirement, and death benefits. Regarding unemployment insurance, students are equipped with the necessary knowledge to ensure their rights are protected in the unfortunate event of job loss.

Regarding health insurance, with the goal of achieving a 100% participation rate among students in the 2018 academic year and maintaining a sustainable participation rate, the seminar contributed to explaining and illustrating with specific scenarios the obligations and rights of students. Accordingly, students not only need to comply with the law on health insurance participation to protect their personal interests, but also understand the profound humanitarian significance of the health insurance policy, especially in terms of communicating it to the community.

Ms. Tran Thi Thuy Nga - Vice President of the Association of Vocational Education and Social Work, former Director of the Social Insurance Department - Ministry of Labor, War Invalids and Social Affairs, was a speaker at the seminar.

In particular, at the seminar, experts and managers shared much useful information related to the responsibilities and rights of students participating in social insurance and health insurance. Accordingly, the health insurance contribution rate for students is 4.5% of the basic salary. The state budget supports 30% of the contribution, and students pay the remaining 70%. The current amount a student pays for health insurance is 43,785 VND/month, with the state budget supporting 18,765 VND/month. Students can choose to pay for 3 months, 6 months, or 12 months in advance to their educational institution or school. Regarding reimbursement rates, if they receive medical treatment at designated facilities, students are reimbursed at rates of 80% - 95% - 100%, depending on their health insurance card code. If receiving treatment outside of one's designated healthcare facility, the reimbursement rate is 40% of inpatient treatment costs at central-level hospitals, 100% of inpatient and outpatient treatment costs at district-level hospitals; and 60% of inpatient treatment costs at provincial-level hospitals until December 31, 2020. From 2021, students will be reimbursed 100% of inpatient treatment costs nationwide. In cases where students do not present complete documentation for medical examination and treatment, the health insurance fund will directly reimburse them at the social insurance agency within the scope and benefit levels as stipulated. Students who have participated in the health insurance scheme for 5 consecutive years or more will receive higher health insurance benefits.

Associate Professor Dr. Tran Thi Hanh - Lecturer in the Philosophy Department, representing beneficiaries of social insurance and health insurance, shared her experience.

The University of Social Sciences and Humanities is one of Vietnam's leading educational institutions for training in social sciences and humanities. According to the university's leadership, the percentage of students participating in health insurance in the 2018-2019 academic year reached 98%, with first-year students at 98.4%, second and third-year students at 98%, and final-year students at 97.4%. The university consistently prioritizes the dissemination of information and education on social insurance, health insurance, and unemployment insurance policies and laws.

Students had the opportunity to directly engage in dialogue with experts and managers to learn about their obligations and rights regarding social insurance, health insurance, and unemployment insurance.

The seminar is part of the cooperation between the University of Social Sciences and Humanities and Vietnam Social Security in coordinating the dissemination of policies and laws on social insurance, health insurance, and unemployment insurance to students, aiming to help students understand and effectively apply the regulations of policies and laws on social insurance, health insurance, and unemployment insurance.
