On November 28, 2018, the University of Social Sciences and Humanities (Vietnam National University, Hanoi) coordinated with the Vietnam Social Security (VSS) to organize a seminar on "Raising awareness and initiative of students in participating in Social Insurance, Health Insurance and Unemployment Insurance".

Vice Principal Hoang Anh Tuan speaks at the seminar:“We increasingly realize the important role of insurance in today's society. Even in world politics such as the US presidential election, insurance is one of the major agenda items of US politics. From the time of President Obama to President Donald Trump, insurance has been a major national agenda item. The more civilized and modern the society is, the more important and meaningful the role of insurance is in people's lives.”

Attending the seminar were MSc. Nguyen Duc Toan (Deputy Director of the Communication Center, Vietnam Social Insurance), Ms. Tong Thi Song Huong (Deputy Secretary General of the Vietnam Medical Association, former Director of the Department of Health Insurance - Ministry of Health), Ms. Tran Thi Thuy Nga (Vice President of the Association of Vocational Education and Social Work, former Director of the Department of Social Insurance - Ministry of Labor - Invalids and Social Affairs), Associate Professor Dr. Hoang Anh Tuan (Vice Principal of the University of Social Sciences and Humanities).

MSc. Nguyen Duc Toan - Deputy Director of the Communication Center, Vietnam Social Insurance said: Today, I came to the University of Social Sciences and Humanities very early before the discussion took place. And, I am very impressed with the message you conveyed: "I am confident when I donate blood" - an extremely humane message. Therefore, after today when we have the exchange with our leading experts on health insurance and social insurance, please convey the message "I am confident when I have participated in social insurance and when I have a health insurance card".

'Regarding social insurance, participating students are provided with knowledge and basic contents of social insurance policies on the rights and responsibilities of employers and employees, contribution levels, benefits and sickness, maternity, retirement, death benefits, etc. Regarding unemployment insurance, students are equipped with the necessary knowledge to ensure their rights in case of unemployment.

Regarding health insurance, with the goal of bringing the rate of students participating in health insurance to 100% in the 2018 school year and maintaining a sustainable participation rate, the discussion contributed to explaining and illustrating specifically through situations about the obligations and rights of students. Accordingly, students not only need to comply with the law on participating in health insurance to protect their personal interests, but also understand the noble humanitarian meaning of the health insurance policy, especially in terms of communication to the community.

Ms. Tran Thi Thuy Nga - Vice President of the Association of Vocational Education and Social Work, former Director of the Department of Social Insurance - Ministry of Labor - Invalids and Social Affairs was a speaker at the seminar.

In particular, at the seminar, experts and managers shared a lot of useful information related to the responsibilities and rights of students to participate in social insurance and health insurance. Accordingly, the health insurance contribution level of students is equal to 4.5% of the basic salary. The state budget supports 30% of the contribution level, students pay the remaining 70%. The amount that a student currently pays for health insurance is 43,785 VND/month, the state budget supports 18,765 VND/month. Students can choose to pay for 3 months, 6 months or 12 months to the educational institution or school where the student is studying. Regarding the payment level, if they go to the right medical facility for examination and treatment, students will be paid at the levels of 80% - 95% - 100%, depending on the card code. If the examination is not in line, the payment level is 40% of the inpatient treatment costs at central hospitals, 100% of the inpatient and outpatient treatment costs at district hospitals; 60% of the inpatient treatment costs at provincial hospitals are paid until December 31, 2020. From 2021, students will be paid 100% of the inpatient treatment costs nationwide. In case of medical examination and treatment without presenting complete procedures, the health insurance fund will pay directly to the social insurance agency within the scope and benefit level according to regulations. In case of participation for 5 consecutive years or more, they will enjoy higher health insurance benefits.

The University of Social Sciences and Humanities is one of the leading educational institutions in Vietnam in training social sciences and humanities. According to the school's leaders, the rate of students participating in health insurance in the 2018-2019 school year reached 98%, of which first-year students reached 98.4%, second and third-year students reached 98%, and final-year students reached 97.4%. The school always pays close attention to the dissemination and education of social insurance, health insurance, and unemployment insurance policies and laws.

Students can directly talk with experts and managers to learn about their obligations and rights regarding social insurance, health insurance, and unemployment insurance.

The seminar is within the framework of cooperation between the University of Social Sciences and Humanities and Vietnam Social Security in coordinating the dissemination of policies and laws on social insurance, health insurance, and unemployment insurance among students to help students understand and effectively apply the provisions of policies and laws on social insurance, health insurance, and unemployment insurance.
