10. Summary of the thesis results

This thesis systematizes and clarifies the theoretical basis of policies for developing scientific and technological information in scientific journals, including conceptual frameworks, foundational theories related to open science, open access, knowledge governance, academic communication, and criteria for evaluating the development of scientific and technological information in scientific journals. Based on this, the thesis has developed an analytical framework and research model suitable for the context of scientific publishing in Vietnam.

Through a case study of the Vietnam Journal of Science and Technology, this thesis analyzes the current state of the journal's science and technology information development policy, highlighting achievements while clarifying existing limitations related to standardization, transparency, information infrastructure, editorial capacity, and international integration. The study also identifies the main causes of these limitations, including institutional, resource, and publishing management model factors.

Based on international experience and practical analysis, this thesis proposes a policy framework for the development of science and technology information at the Vietnam Journal of Science and Technology, including perspectives, objectives, policy content, implementation resources, implementation roadmap, and recommendations for organizational implementation. These proposals aim to standardize, digitize, and integrate scientific publishing activities, contributing to improving the quality, transparency, and usability of scientific information.

11. Practical applications

The research findings of this thesis have direct applicability to the management and organization of scientific publications at the Vietnam Journal of Science and Technology. The proposed policy framework and solutions can be used as a basis for reviewing, improving, and building the journal's science and technology information policy system according to international standards such as COPE, DOAJ, Scopus, and Web of Science.

Furthermore, this thesis also has reference value for other scientific journals in Vietnam in the process of innovating publishing management models, developing open access, standardizing peer review processes, and enhancing the capacity of editorial staff. At the state management level, the research results can be used as reference material in building and adjusting policies and programs to support the development of the national scientific journal system, in line with the Strategy for Science, Technology and Innovation Development until 2030.

Furthermore, this thesis has practical value in the training and development of human resources in scientific publishing, especially editors and journal managers, contributing to raising awareness and capacity to implement modern scientific publishing standards in Vietnam.

12. Future research directions

Based on the results obtained, the thesis opens up several directions for further research. Firstly, the scope of research could be expanded to compare science and technology information development policies among different scientific journals, or among different scientific disciplines, in order to clarify the differences and specific influencing factors.

Secondly, further research could delve into analyzing the impact of open access, open data, and emerging technologies, particularly artificial intelligence, on information governance and the quality of scientific publications in Vietnam. These are rapidly changing issues with far-reaching effects on the scientific ecosystem.

Thirdly, quantitative studies are needed to evaluate the effectiveness of implementing science and technology information development policies in scientific journals, through indicators such as article processing time, acceptance rate, citation level, and author and peer satisfaction. These studies will contribute empirical evidence for improving policies and models for managing scientific publications in the next phase.

On this basis, the thesis develops an analytical framework and a research model appropriate to the context of scholarly publishing in Vietnam.

Through a case study of the Vietnam Journal of Science and Technology, the thesis analyzes the current status of S&T information development policies, identifies the achievements achieved, and highlights existing limitations related to the level of standardization, transparency, information infrastructure, editorial capacity, and international integration. The study also clarifies the main causes of these limitations, including institutional constraints, resource shortages, and concerns in publishing governance models.

Based on international experience and empirical analysis, the thesis proposes a comprehensive policy framework for developing S&T information at the Vietnam Journal of Science and Technology, including policy perspectives, objectives, policy contents, implementation resources, an implementation roadmap, and organizational recommendations. These proposals aim to promote standardization, digitalization, and integration in scholarly publishing, thereby improving the quality, transparency, and usability of scientific information..

11. Practical applicability:

The findings of the thesis can be applied directly to the management and operation of scholarly publishing at the Vietnam Journal of Science and Technology. The proposed policy framework and solutions provide a practical basis for reviewing, refining, and developing the journal's S&T information policies in line with international standards such as COPE, DOAJ, Scopus, and Web of Science.

In addition, the thesis offers valuable references for other Vietnamese scientific journals undergoing reforms in publishing governance, open access development, peer-review standardization, and editorial capacity building. At the Government level, the research outcomes may serve as reference materials for formulating and adjusting policies and support programs aimed at strengthening the national system of scientific journals in alignment with the Science, Technology and Innovation Development Strategy to 2030.

Furthermore, the thesis has practical value for education and training activities related to scholarly publishing, particularly for editors and journal managers, contributing to improved awareness and capacity for implementing modern standards of scientific publishing in Vietnam.

12. Further research directions:

Based on the results achieved, the thesis suggests several directions for future research. First, further studies may expand the scope to comparative analyzes of S&T information development policies across different scientific journals or disciplinary fields, to identify differences and discipline-specific factors.

Second, future research could focus more deeply on the impacts of open access, open data, and emerging technologies—particularly artificial intelligence—on information governance and the quality of scholarly publishing in Vietnam. These issues are rapidly evolving and have profound implications for the scientific ecosystem.

Third, quantitative studies are needed to evaluate the effectiveness of implementing S&T information development policies in scientific journals, using indicators such as manuscript processing time, acceptance rates, citation levels, and author and reviewer satisfaction. Such studies would provide empirical evidence to support the further refinement of policies and publishing governance models in subsequent stages.
