10. Summary of the thesis results:

Through the research process, the thesis has systematized the theoretical basis related to the management of foreign labor, from the legal framework, management models, influencing factors to the role of state agencies in organizing, supervising, and supporting policy implementation. Based on this, the thesis has analyzed the current state of foreign labor management in Ba Dinh district, from licensing, inspection, and supervision to supporting businesses and international cooperation. The research results show that, in addition to certain successes such as a relatively complete licensing process and improved coordination among departments in the district, many limitations still exist, such as manual processes, lack of foreign language skills among staff, weak inter-agency coordination, insufficient attention to propaganda and support for businesses, etc. Based on the analysis of the causes of these limitations, the thesis proposes a system of practical and feasible solutions, including: Improving licensing and attracting high-quality foreign labor; Strengthening post-licensing supervision and inspection; Improving the mechanism for evaluating and managing the effective use of foreign labor; Adjusting the organizational structure and promoting digital transformation in post-merger management; Enhancing digital skills and international expertise for management staff; Strengthening inter-agency coordination and data sharing; Improving the legal framework and enhancing the effectiveness of implementation guidance. At the same time, the thesis also makes specific recommendations to the Government, the Ministry of Interior, the Hanoi People's Committee, and the businesses employing foreign workers, in order to create uniformity and consistency in management. It is hoped that the results and solutions presented in this thesis will serve as a useful reference for the Ba Dinh District People's Committee and other relevant agencies and organizations in improving the effectiveness of foreign labor management, contributing to ensuring security and order, sustainable socio-economic development, and international integration of the district in the future.

11. Practical applications:

The thesis proposed a system of practical and feasible solutions, including: improving the licensing process, strengthening inspection capacity, training officials, promoting international cooperation, and providing communication support to businesses. At the same time, the thesis also offered specific recommendations to the Government, the Ministry of Interior, the Hanoi People's Committee, and the businesses employing foreign workers, aiming to create uniformity and consistency in management. It is hoped that the results and solutions presented in this thesis will serve as a useful reference for the People's Committees of wards and communes, as well as relevant agencies and organizations, in improving the effectiveness of foreign labor management, contributing to ensuring security and order, sustainable socio-economic development, and international integration of the district in the future.
