The theoretical research results of the thesis also contribute to clarifying the objective and scientific basis for short-term and long-term planning in training and improving the quality of scientific and technological human resources through technology transfer projects for the telecommunications industry in general and the Global Telecommunications Corporation in particular. The research results of this thesis contribute to describing the current state of scientific and technological human resources of the Vietnam Post and Telecommunications Group and the Global Telecommunications Corporation, pointing out limitations and analyzing the causes of those limitations; on that basis, innovating the training methods for high-quality human resources in general and attracting scientific and technological human resources in particular at the Global Telecommunications Corporation today. The thesis's novel contribution: For the first time, the theory of Science and Technology Management, especially the management of science and technology human resources, is applied to research and create a scientific basis for the training and development policy of scientific human resources in the Post and Telecommunications sector in general and Gtel Corporation in particular. Through identifying the current state of the science and technology human resource training policy of the Vietnam Post and Telecommunications Group in recent times, the thesis clarifies some regular characteristics of the training of science and technology human resources in the current post and telecommunications sector. From an approach to training policies aimed at improving the quality of science and technology human resources, several feasible solutions are proposed for building and developing the level of scientific human resources at Gtel Corporation. 11.
