- Clarify the advantages, limitations and causes in the leadership of the Hai Phong City Party Committee in solving employment for workers. From there, draw out the main experiences, propose some feasible solutions to strengthen the leadership of the City Party Committee in the current issue of solving employment for workers.

- On the basis of generalization the decisions regarding the unemployment problem in Hai Phong, this thesis organizes all those decisions from the province's leaders and evaluated their management in resolving the unemployment problem for workers in Hai Phong.

- This discussion discusses all the positives and negatives of the managing process, together with the causes of al decisions and the following consequences. From there, the thesis summarizes all the necessary experiences and proposed a few potential solutions to increase the management ability of the Communist Party in Hai Phong in solving the current unemployment problems.
