Summary of the results of the thesis: The thesis assesses the actual conditions and autonomy of State research and development (R&D) organizations, thereby proposing a number of solutions to create conditions for State research and development organizations to have autonomy in science and technology (S&T) activities, specifically: - For the State: + Increase financial resources for investment in S&T, strive to allocate 2% of GDP for investment in S&T annually. + Complete the legal framework to ensure that all socio-economic activities are consistent with the operating rules of the market economy. + Issue policies to encourage organizations and individuals to propose S&T tasks for the State to provide funding for implementation. + Change the management mechanism of State R&D organizations in the direction: The State should not manage R&D organizations as it does state-owned career organizations and should not manage S&T staff as it does state civil servants. + Change the financial allocation mechanism in S&T activities according to the current payroll by allocating funds according to S&T tasks. + Complete the legal corridor to promote the development of venture capital funds, attract the participation of large corporations and groups in venture investment activities. - For research and development organizations + It is necessary to develop and implement preferential policies, promote and use S&T staff. + Mobilize more financial sources (in addition to the State budget) to carry out S&T tasks. 11.
