Summary of thesis results: The thesis assesses the actual conditions and autonomous capacity of state-owned research and development (R&D) organizations, thereby proposing several solutions to create conditions for state-owned R&D organizations to have autonomous capacity in science and technology (S&T) activities, specifically: - For the state: + Increase financial resources to invest in S&T, striving to allocate 2% of GDP to S&T annually. + Improve the legal framework to ensure that all socio-economic activities conform to the operating principles of a market economy. + Issue policies to encourage organizations and individuals to propose S&T tasks for the state to provide funding for implementation. + Newly change the management mechanism of state-owned R&D organizations in the direction that: The state should not manage R&D organizations as it does state-owned public service organizations, and should not manage science and technology personnel as it does state civil servants. + Change the current mechanism for allocating funds in science and technology activities based on staffing quotas to allocating funds based on science and technology tasks. + Improve the legal framework to promote the development of venture capital funds and attract the participation of large corporations and conglomerates in venture capital activities. - For research and development organizations: + It is necessary to develop and implement policies to incentivize, value, and utilize science and technology personnel. + Mobilize more financial resources (beyond the state budget) to carry out science and technology tasks. 11.
