Based on the Party and State's foreign policy orientations, the central government's tourism development orientations, and the practical conditions in Quang Ninh, the Provincial Party Committee has set goals and strategies to develop tourism into a key economic sector. To achieve this goal, the entire political system, along with the people, stands side by side, striving to fulfill political tasks and raise awareness about tourism so that Quang Ninh's tourism industry develops in the right direction and successfully achieves the set goals. As the specialized agency responsible for advising on the province's foreign affairs, the Quang Ninh Department of Foreign Affairs, since its establishment (in 2005 to the present), has continuously developed, gradually improving its organizational structure and staff to meet the increasingly high demands of Quang Ninh's foreign affairs work in the era of deep and broad international integration. This is especially true in its role of diplomacy in the socio-economic development of the province, including the tourism sector. With the dedication of a local foreign affairs official and the knowledge of tourism acquired through training, recognizing the great potential for tourism development in Quang Ninh, and the need to utilize all resources to support tourism growth, this thesis, after researching documents, conducting field surveys, collecting data from relevant sources, synthesizing and processing data, and analyzing and evaluating the current situation, focuses on addressing and proposing the following issues: Firstly, systematizing some theoretical issues on diplomacy in general and foreign affairs activities in Quang Ninh in particular. It outlines the content of foreign affairs activities undertaken to support the development of the local tourism industry; Secondly, researching and evaluating the current state of tourism development in Quang Ninh. The thesis examines the current state of foreign affairs supporting the tourism industry through activities such as receiving visiting delegations (incoming delegations), organizing overseas trips for high-level provincial delegations (outgoing delegations), external information activities, developing and expanding international cooperation, and supporting the tourism industry in organizing major tourism events. It assesses the successes and limitations of foreign affairs activities for the tourism industry. Thirdly, based on the current state, successes, and limitations of foreign affairs in supporting the development of the tourism industry, and the foreign policy orientations of the Communist Party of Vietnam, the Socialist Republic of Vietnam, and the Quang Ninh Provincial Party Committee, along with the guiding principles and objectives of tourism development in the province, the thesis proposes several solutions to improve the effectiveness of foreign affairs activities supporting the development of the tourism industry. These include: improving the quality of receiving incoming and outgoing delegations, external communication, developing international cooperation, and enhancing the professional skills and foreign language proficiency of foreign affairs officials. Fourth, proposing several recommendations to the Ministry of Foreign Affairs, the Ministry of Culture, Sports and Tourism, and the People's Committee of Quang Ninh province to pay attention to and create favorable conditions to support Quang Ninh in foreign affairs and tourism development. With my own efforts and the help of various groups and individuals, this thesis has been completed. Based on the external orientations of the Party, the State of Vietnam, the tourism development orientation of the Central Government authority and actual conditions in Quang Ninh, the Party Committee of Quang Ninh province set out a tourism development target and strategy that to develop tourism industry into a key economic sector. To reach such target, the entire political system and all people of Quang Ninh province should stand side by side and strive for completing the political tasks and enhancing awareness of tourism so that the tourism industry of Quang Ninh can develop in the right direction and complete the target set out. As a professional entity in charge of consulting the external affairs of the province, as of the date of establishment (2005) to date, Quang Ninh Department of External Affairs has not always stopped developing and gradually improved its organizational structure, public servants, officers to meet requirements of getting higher in the external affairs of Quang Ninh in the period of international in-depth and wide integration, especially, with playing a role of exchange for the socio-economic development of the province, the tourism industry included. With confidence of a public servant working in the external affairs of the locality and knowledge of tourism gained after training, I realize that tourism potential of Quang Ninh province is very big and should develop all resources to support the tourism development. After researching some materials and surveying reality and collecting data from the related resources, summarizing and processing data, analyzing and evaluating the actual status, the Thesis focuses on settling the following issues: Firstly, systemize some reasoning issues in external affairs in general, the external affairs in Quang Ninh in particular. Point out contents that the external affairs have been done to support the development of the local tourism; Secondly, research, evaluate the real status of the tourism development of Quang Ninh, the real status of the external affairs which supports the tourism industry via receiving guests to visit and work in the province (how to receive guests), organization activities for senior delegates of the province to go on business abroad (how to give guests a send-off), information about external activities, development and expansion of international cooperation relations, support to the tourism industry to organize big events of tourism in the province, evaluate achievements and limits of the external affairs for the tourism industry. Thirdly, based on the actual status, achievements and limits of the external affairs in supporting the tourism to develop and external orientations of the Communist Party of Vietnam, the Socialist Republic of Vietnam and Party Committee of Quang Ninh province and the guidance viewpoint and the target of provincial tourism development, the Thesis proposes some resolutions to enhance performance of the external affairs in supporting the tourism development, they are: Enhancing quality of receiving guests, external information, international industry cooperation development, professional services and foreign languages for external affair staff. Fourthly, submit some proposals to the Ministry of Foreign Affairs, the Ministry of Culture, Sports and Tourism, People's Committee of Quang Ninh province to pay attention and facilitate Quang Ninh province in the external affairs and the tourism development.
