Summary of the results of the thesis: The research and investigation process has clarified the role of Program 135 in poverty reduction in Nguyet An commune, thereby proposing a number of recommendations related to the implementation of Program 135. Specifically: Describe the current situation and causes of poverty in Nguyet An commune. Study the activities of Program 135-II implemented in the commune, including production support projects, infrastructure support projects, projects to improve the quality of life for people (vocational training, education, health, environmental sanitation, law). Analysis of the impact of the implementation of Program 135-II on the lives of the poor shows that the activities of Program 135-II in Nguyet An commune have brought great achievements in poverty reduction in the commune, and at the same time created many opportunities for the poor to escape poverty. The poverty rate has decreased over the years, household income has increased significantly through receiving support from the program. That has created a positive shift in economic structure, reducing the proportion of agriculture, increasing the proportion of industry - construction - services - trade. With the aim of improving the quality of Program 135 in poverty reduction activities, some recommendations are proposed in 4 aspects: in terms of policy, on the part of local authorities, on the part of social organizations, on the part of the people. 11. Thereby recommending several solutions regarding empirical implementation of Program 135 as follows: Describe the recent situations and causes which are roots of poverty in Nguyet An Commune. Find out actions of Program 135 – II implemented in Nguyet An Commune including improved and market-oriented agriculture production project, basic infrastructure, improved socio-cultural livelihoods through vocational training, education, health, legislative system.. Throughout the analysis of impacts of Program 135's implementation towards poor household livelihood, this research shows that Program 135 brought positive outcomes in poverty reduction in this commune. In addition, this project has created many opportunities for poor people to escape poverty circumstances. In fact, poor household rates dramatically decreased during the period of time. Moreover, household income significantly increased which enhances economic structural systems respecting reducing the proportion of agriculture according to increasing proportion of industry and services sectors. In order to improve the quality of Program 135 towards poverty reduction activities, some solutions are suggested in aspects of national policies, local authorities, social organizations and local people as well 11.
