- Some general issues on the requirement to improve the leadership capacity of key cadres in the current period. This is a crucial issue in Party building work.

- The current situation of the key cadres of Ben Tre province in terms of trained professional capacity, actual capacity and the need to improve the leadership capacity of the key cadres for the province. To do this, it is necessary to change the perception of the leadership to avoid falling into the local and kinship ideology that has existed for many years, especially the need to train and retrain cadres with positions but no expertise, especially in the economic field, in science and technology... so that there is a team to create economic breakthroughs for the province in the following years.

- Recommendations on personnel work such as:

+ We should properly implement the motto of "dynamic", "open", "soft" in planning cadres and civil servants.
