- Some general issues regarding the need to enhance the leadership capacity of key officials in the current period. This is a crucial issue in Party building work.
- The current state of key officials in Ben Tre province regarding their professional training, practical capabilities, and the need to improve their leadership capacity is crucial. To achieve this, a change in mindset within the leadership ranks is necessary to avoid the long-standing mentality of localism and nepotism. In particular, there is a need to train and retrain officials holding positions but lacking specialized expertise, especially in economics and science and technology, to create a workforce capable of achieving economic breakthroughs for the province in the coming years.
- Recommendations regarding personnel matters include:
+ The Party leads and manages the contingent of cadres and civil servants according to a collective decision-making mechanism at the Party committee level, based on proposals from the head of the agency or unit and nominations from subordinate staff, with consultation and input from the people and organizations within the political system.
+ There are regulations stipulating that the head of an agency or unit must bear the highest personal responsibility within the leadership team for the results and quality of personnel planning in particular and personnel work in general.
+ The arrangement, utilization, and remuneration of officials and civil servants are important aspects of personnel management.
+ The principles of "dynamic," "open," and "flexible" should be strictly followed in the planning of cadres and civil servants.
