10. Summary of thesis results:

The topic "Improving financial policies to promote research and development (R&D) activities in non-state enterprises in Can Tho city" was conducted based on a survey and study of R&D activities in non-state enterprises in Can Tho city, and the state's policies to support enterprises in carrying out R&D activities. From the survey results, the difficulties and needs of enterprises for the state in supporting and promoting R&D activities were identified and evaluated.

The research results show that enterprises are interested in R&D activities. The difficulties of enterprises in production and business as well as in R&D activities are due to lack of capital, difficulty in accessing preferential capital from the state's policies to support enterprises. Most of the surveyed enterprises need state support for R&D activities.

Through research and evaluation of the effectiveness of financial policies supporting enterprises in Can Tho city, it is found that most of the policies have not been effective in supporting enterprise development as well as R&D activities in enterprises. Most of the financial policies supporting enterprises have difficulties in terms of procedures for participation in order to receive support while the support level is not high, so enterprises are hesitant to register to participate.

Based on the current status of R&D activities in enterprises and the results of implementing financial policies to support R&D activities in enterprises, the author proposes two main solutions to promote R&D activities in non-state enterprises in Can Tho city: financial support for enterprises to carry out R&D activities; guidance on the allocation, use, and tax settlement from the capital of the Science and Technology Development Fund of enterprises.

11. Practical applicability: The thesis results can be applied in practice in Can Tho city. The state management agency of science and technology of Can Tho city can use the research results for reference and propose to the City People's Committee to issue financial policies to promote research and development activities in enterprises.

11. Summary of the findings of the thesis:

The subject "Completing the financial policy of promoting research and development (R&D) in non-state enterprises operating in Can Tho City" was based on the survey and find out about R&D in the business non-state organizations in this area, state policies to support enterprises performing R&D activities. From the survey results have identified, assessed the problems and needs of the business for the state in support of promoting R&D.

Results of the study show that businesses have an interest in R&D activities. Difficulties of enterprises in the manufacturing business as well as in R&D are due to lack of funds, difficult access to concessional resources from state policies to support enterprises. Most of the businesses were surveyed, they needed the funding from state supporting for R&D activities.

By studying and evaluating the effectiveness of the financial policies to support businesses in Can Tho city. The thesis finds that the most of the policies are not effective to support business development and R&D in the enterprise. Most of financial policies to support enterprises face difficulties to participate in the procedures to be supported while funding levels were not high, so the businesses are afraid to enrol.

Based on the current situation perform in R&D of the business. The results of implementation of financial policies to support R&D in business in which the author proposes two main solutions to promote R&D in enterprises outside the state in Can Tho city: Financial support for enterprises practice R&D activities; Instructions set up and using tax settlement funds from the capital of science and technology development.
