1. Provide an overview of the theoretical basis related to science, scientific research, scientific research results, barriers, barriers in applying scientific research results as well as pointing out the role of scientific research results when applying them to real life. The author emphasizes the factors affecting the applicability of scientific research results in practice. Subjective factors include: the head of the scientific research topic, the research content of that topic. Objective factors include: management institutions, organization of operation, insufficient funding, inappropriate remuneration, research environment, democracy, the role of individuals in science still has some issues to be solved; transfer capacity, receptive capacity, customs, habits.
2. Through the study of the current situation of applying scientific research results in Vietnam and in the Central Propaganda Department, the thesis has pointed out that the application of scientific research results into practice still faces some difficulties and limitations such as: right from the approval stage, there are some topics that are not close to reality, the ability to apply is not high; the quality of research topics and projects is generally inadequate, there are still many average and "acceptable" types and the ability to summarize issues arising from practice in the topics is still limited; most topics and projects are slow to accept; lack of necessary equipment when applying research results of topics and projects; the basic scientific council is still formal; limitations in the stage of evaluating research products; in the stage of practical surveys, ...
From analyzing the current state of scientific research at the Central Propaganda Department, the author summarizes the group of barriers that limit the ability to apply scientific research results into practice at the Department as follows:

1. It is stated overview of the theoretical basis related to science, scientific research, the results of scientific research, barriers, and barriers in the application of scientific research results as well as pointed out the role of the scientific research results applied into practice. The author emphasizes the factors affecting the application ability of the results of scientific research into practice. Subjective factors include chairman of the scientific research, the content of the research. Objective factors include management institutions and implementation organization, insufficient funding, inappropriate remuneration, research environment, the democracy, the role of individuals in science, transfer capability and acquisition capacity, praxis, habit.
2. Through analyzing the status of research result application in Vietnam and the Central Committee for Propaganda and Education, the master thesis has shown that the application of scientific research results into practice still faces some difficulties and limitations such as some subjects not to be close to practice at the approval stage, the application ability not to be high; many research topics and projects with medium and "acceptable" quality and limited capacity in summarizing issues from practice; Most of the subjects and projects to be slowly accepted; lack the necessary equipment to apply the results of research topics and projects; the scientific council to be superficial; limitations in the evaluation stage of the results and in the stage of practical survey, etc.
From the analysis of the barriers current status of scientific research in the Central Committee for Propaganda and Education, the author summaries making limitations of the ability in practical applications of scientific research results in the Department as follows:
