10. Summary of the thesis results:
This thesis is the author's first independent scientific work, systematically researching the leadership of the Hai Phong Party Committee in economic development from 1961 to 1975, with the following results:
- This presentation systematically clarifies the policies of the Hai Phong Party Committee, the developments and changes in the Party Committee's policies on economic development and transformation through two periods: 1961-1965; and 1965-1975. Through this, it affirms that, based on a thorough understanding of the Party's guidelines, the Hai Phong Party Committee has adopted economic development policies suitable for both peacetime and wartime conditions, contributing to the fulfillment of economic and political tasks and promptly meeting the immense demands of the nationwide revolution.
- Reconstruct, in a relatively complete, objective, and scientific manner, the economic picture of Hai Phong from 1961 to 1975. During the most intense years of the resistance war against the American imperialists, Hai Phong's economy achieved significant successes. Hai Phong's economic potential, especially its expanded and mechanized port, the development of industry and transportation, and the provision of essential agricultural needs, actively contributed to building a strong North Vietnam, becoming a major rear base for the revolution.
- Initially, this study presents scientifically-based assessments and observations on the achievements and limitations, and draws out some key characteristics and experiences in the process of the Hai Phong Party Committee formulating policies and directing economic development from 1961 to 1975.

This thesis is an independent scientific work of the first author. Scientifically study the leadership of Haiphong Party for the construction of economy from 1961 to 1975 with the following results:
Presents scientifically and clarifies the policy of the Party Committee of Hai Phong, developments, changes in the policy of the Party building, economic diverted through two periods: 1961 - 1965; 1965 - 1975 Through which affirmed based on thoroughly grasping the guidelines of the Party. Hai Phong Party has advocated economic development in accordance with peacetime as well as wartime, in order to contribute to the economic and political tasks, promptly respond to the requirements by revolutionary country.
Representing a quite sufficient, objective, scientific the picture of economics of Hai Phong between 1961 and 1975. In the most violent year of the war against American imperialism, Hai Phong's economy has gained significant achievements. Economic potential of Hai Phong Port is being expanded and mechanized, industrialized and transport developed which monitors agricultural necessities, and has contributed positively to the north, becoming a great supporter of the revolution.
