Prof. Dr. Nguyen Dinh Le 10. Summary of thesis results: a. After the peaceful reunification of the country in 1975, Vietnam continued to face difficulties caused by overpopulation. In 1976, Vietnam's population reached over 49 million, with an average population density of 149 people/km2. However, the population was very unevenly distributed across localities. In the densely populated delta provinces, the pressure of population on resources, especially land, became intense, while the newly liberated southern provinces faced a shortage of manpower to effectively exploit their strengths. Therefore, the Fourth Congress of the Communist Party of Vietnam decided to launch a large-scale campaign to relocate a portion of the surplus labor force from the North and North Central regions to the southern provinces and the Central Highlands. Responding to this campaign, Hanoi, over a period of more than 10 years (1976-1987), mobilized over 20,000 people to participate in building the Hanoi New Economic Zone in Lam Dong. This was the context for the establishment of Lam Ha district (October 1987). b. After its establishment, Lam Ha district became one of the three districts attracting the most spontaneous migration flows from all over the country to Lam Dong province. From 1987 to 2010, Lam Ha attracted 9,000 households with over 40,000 people who migrated to live and work there. The majority of migrants arrived in Lam Ha in the 1990s, the period of the boom in Vietnam's coffee industry, accounting for nearly two-thirds of the total population. Receiving such a large influx of migrants created many difficulties for the Lam Ha district government in arranging housing and stabilizing the lives of the people. The effectiveness of resettlement efforts in Lam Ha has not yet kept pace with the demands of the situation. The migration to Lam Ha has had multifaceted impacts on the socio-economic development of the district, both positive and negative. Lam Ha's economy has made significant strides thanks to the contributions of migrant workers; however, this development also carries high risks due to a lack of sustainability. In the short term, Lam Ha needs to actively support its residents in transitioning to safe development models that simultaneously ensure growth targets and long-term economic stability.

After reunification in 1975, Vietnam had to face against it's problems caused by the overpopulation conditions. In 1976, the population of Viet Nam reached it's amount of more than 49 million people, average population density 149 people/km2, however, population distributed unevenly among regions. In plain regions, where concentrated a large amount of population, the pressure of population upon resources, especially land, became too critical. On the other hand, the Southern provinces ran into lack of men's conditions to exploit it's capacities effectively. Wherefore, the 4th Conference of the Vietnam Comminist Party decided to carry out an important program in order to transfer a part of reduntant labors from the North and the North Central provinces to the Southern and the Central Highland provinces. In response to this program, from 1976 to 1987, Hanoi encouraged more than 20,000 people to go to Lam Dong province for a new economic zone. That was the context of the making of Lam Ha district (October 1987). b. After it's birth, Lam Ha district presented as one of three districts of Lam Dong province had the highest attraction of free migration flows to this province. From 1987 to 2010, Lam Ha received about 9,000 households and 40,000 immigrants came here for life and work. Most of them moved to Lam Ha in the 1990s, the decade of coffee in Vietnam, approximately 2/3 of total immigrants. Receiving a large amount of immigrants caused too much difficulties for the local authority in arranging accommodations, settling people's life. Therefore, the effectiveness of settlement tasks in Lam Ha has not kept with the situation requires yet. c. The immigrant forces have impacted to many aspects of economic-social situations of Lam Ha on two sides: positive and negative. The Lam Ha economy has experienced significant development under efforts of immigrants, however, this upward trend contains high risk due to lack of sustainability. In coming years, Lam Ha needs to support people switching to safe development modes, which ensures both the growth objectives and the long-term stability of the economy.
