10. Summary of thesis results:
Part one includes the impacts of preferential policies and social assistance on people's material lives:
Survey results show that the majority of households benefit from loans from social policy banks to achieve goals such as: purchasing equipment for production and business, investing in children's education and medical care.
Part two is the impact of preferential policies and social assistance on people's cultural and spiritual life:
Due to the positive impacts on income increase (for households that receive it regularly) and being a source of material encouragement in unexpected cases for families that receive social assistance and incentives, the policies have had great impacts on cultural and spiritual life.
Part three is the index of people's satisfaction with current preferential policies and social assistance:
Most people are satisfied with the government's support and incentive policies, however, the current level of incentives and subsidies is still low and does not meet the needs of many people for loans or basic living standards, according to survey results.
The implementation of preferential and assistance policies has cumbersome procedures, and the staff performing specialized work on preferential and assistance policies lack both professional capacity and human resources.
11. Practical application:
The results obtained show that it is necessary to have new policies on changing the level of incentives and assistance to match the growth of the market.
It is necessary to have a team of staff performing preferential and social assistance work with proper training.

11. Summary of the findings of the thesis: The findings of this thesis stress on three main parts
The first part: Stress on the impacts of social concessionary policy and social relief policy on the economic conditions of beneficiaries.
The result shows that most of families have a lot of benefit from the funs which is provided by Vietnam Bank for Social Policies. They use that capital to buy new equipment for production, invest in education of children or pay for health protection costs.
Living quality of people is improved because of the ability to use more public services.
The second part: Stress on the impacts of Social concessionary policy and social relief policy on the cultural and recreational activities.
The improvement of economic conditions leads to development in cultural and recreational activities, the need of people in using entertainment tools is higher and higher. All families tend to raise their investment in education for children as a sustainable investment.
The third part: This part focus on measuring the satisfaction of people on those policies;
Mostly people are satisfied with the policies, but some are not, they consider that the government should pay more attention to poor people and the handicapped who are living under basic conditions.
According to the research results, shortage of educated staff remains a great challenge to the implementation of social welfare policies.
