Therefore, developing the marine economy in Hau Loc district can be considered a correct direction to awaken resources for production, promote socio-economic development, thereby creating conditions for people to participate in labor production, increase income and gradually improve the quality of life, which is also the direction to solve the problem of poverty in the most sustainable way for the locality.

From which, the thesis proposes the specific solution and direction in order to make the development of local marine economy highly effective and creating a solid basis for sustainable poverty issues.
The development of marine economy in costal communies in Hau Loc District will be a basis for arousing the social and natural resources which have many advantages but have not been exploited and used the inherent potentiality yet.
