Developing the marine economy in the coastal communes of Hau Loc district provides a foundation for unlocking natural and social resources that are considered advantageous but have not been exploited and developed to their full potential. Therefore, developing the marine economy in Hau Loc district can be seen as a correct approach to unleash resources into production, promote socio-economic development, and create conditions for people to participate in labor and production, increase their income, and gradually improve their quality of life. This is also the most sustainable way to address poverty in the locality.

The thesis focus on clearing the theoretical issues about the development of marine economy in order to reduce sustainable poverty, assessing the development of marine economy and reducing poverty in Hau Loc District – Thanh Hoa Province. From which, the thesis proposes the specific solution and direction in order to make the development of local marine economy highly effective and creating a solid basis for sustainable poverty issues.
The development of marine economy in costal communies in Hau Loc District will be a basis for arousing the social and natural resources which have many advantages but have not been exploited and used the inherent potentiality yet. Therefore, the development of marine economy in Hau Loc District can be seen as a step in the right direction to arouse the resources into production, develop the economy and create the conditions for people to participate in production activity, increase income and improve the quality of the life. This is the way to solve poverty problem which is the most sustainable way for local.
