Party Cell of the Faculty of Management Science, term 2017-2020: Inheritance and Development

After eighteen years since its establishment, the Party Branch of the Faculty of Management Science has made new strides in scale and quality. The Party Branch for the 2017-2020 term continues to inherit and promote traditions, innovating its leadership methods towards strengthening democratic practices and promoting collective intelligence, building a clean and strong Party Branch; leading the unit as a united and cohesive force to best fulfill its assigned tasks.

The principle of the "Two in One" Party branch.

As a special Party branch, the Party branch of the Faculty of Management Sciences comprises the Faculty of Management Sciences and the Institute of Policy and Management, with a total of 22 Party members (as of March 2020). Under the leadership of the Party branch, the leaders of the two units and the affiliated organizations have always been united, proactive, positive, and creative in implementing the resolutions of the Party branch in carrying out tasks to improve the quality of human resources of the Faculty and the Institute, the quality of scientific research, training, and international cooperation.

Fulfilling the mission: “Striving to become a reputable center for research and training of high-quality human resources in science and management practice." and vision: "Improving the quality of training and scientific research products to meet the demands of society and international integration in science and education."The Party cell upholds the following fundamental principles:

1. Democracy, unity, exemplary conduct, promoting the role of each party member, and innovating the leadership methods of the Party branch are always factors ensuring the building of a clean and strong Party branch.

2. Maintain discipline and order in Party branch activities, and proactively improve the quality of task performance.

3. Developing scientific research plans linked to the training of each staff member in the Faculty and Institute is a solid step contributing to building the Faculty within the research university model.

4. Caring for the well-being of all staff members is one of the driving forces behind fostering collective intelligence and developing the unit.

5. Promote the democratic, proactive, and creative spirit of student and faculty organizations to improve the quality of activities of each organization and mobilize collective strength to build a strong Faculty and Institute.

Key achievements of the 2017-2020 term

Inheriting and promoting the tradition of unity and solidarity within the entire Party Branch, between the Party Committee and the Faculty and Institute leadership, and upholding principles, the Party Branch in the 2017-2020 term overcame difficulties related to personnel shortages to achieve impressive results.

The Party cell, together with the leadership of the Faculty and Institute, worked with the Departments to build a strategy for adjusting the organizational structure and developing the staff from now until 2020 and a vision to 2030 with 3 main contents: (1) Reviewing the current situation of staff and organizational structure of the Faculty and Institute, (2) Proposing a staff strategy, department structure and adjustments if necessary, (3) Reviewing and evaluating the capacity and job descriptions of each staff member in the Faculty and Institute and proposing a training and development roadmap. Implementing the policy on opening new training programs, restructuring Departments, opening new Departments..., the Department of Public Policy has been established and its personnel structure has been completed and put into operation.

The Party Committee leading the Faculty and Institute has continuously innovated in admission methods, improved training quality, and met social needs and international integration. The Faculty of Management Science began admitting students to its Master's program in Public Policy in 2018. On April 4, 2019, the Director of Vietnam National University, Hanoi signed Decision No. 961/QD-VNU on assigning the task of providing high-quality undergraduate training to ensure compliance with Circular 23/2014/TT-BGDĐT. In the first cohort of 2019, the Faculty successfully admitted 38 students. The Faculty also completed the Master's program in Intellectual Property Management at the University of Social Sciences and Humanities on schedule, as commissioned by the Ministry of Science and Technology, and prepared the necessary conditions for admitting students to the Master's program in Intellectual Property Management.

The Faculty has developed a plan, proactively worked with and contacted numerous training institutions (Thai Binh University, Hanoi National University Development Center - Ba Vi Campus, Center for Cooperation and Development and Training Cooperation - Central Association for the Promotion of Learning in Vietnam, Tay Do University, FPT University, etc.) to introduce training programs, promote the image of the Faculty and the Institute, thereby increasing enrollment across all training systems.

A strong research group at Hanoi National University, comprising faculties and institutes, on...Policy and ManagementContinue to maintain and enhance the role in the timely implementation and acceptance of state-level science and technology tasks, protocol tasks, and provincial-level projects led or participated in by faculty members of the Faculty and Institute.

The Party branch continues to effectively implement the Party branch's Resolution on Scientific Research. To date, the lecturers have fulfilled their annual targets for having research papers.Published in the journal ISSNThe number of publications both domestically and internationally exceeded the target. During the term, 3 staff members had articles published in international journals with ISI/SCOPUS indexes. Notably, Associate Professor Dr. Dao Thanh Truong had a monograph published and released by Springer – one of the world's leading reputable publishers.

The Party cell unifies the leadership of the unit's mass organizations through personnel management. The Party cell carefully considers and clearly guides the key leaders of the Cadre Youth Union, Trade Union, Inter-branch Youth Union, and Inter-branch Student Association, and then recommends them to the respective organizations for election to assume their roles. This ensures continuity, provides an environment for young cadres to train and grow, and guarantees democracy and transparency. Therefore, these organizations maintain stability and operate effectively.

For many years, the Party Branch has been one of the leading units in the Party development work among students of the University's Party Committee. During the 2017-2020 term, the Party Branch continued to exceed its targets in Party development among students.

Thanks to its efforts and achievements, the Party Branch has been recognized by higher authorities as clean and strong for five consecutive years and received a Certificate of Commendation from the Hanoi City Party Committee; during the 2017-2019 term, the Party Branch was awarded a Certificate of Merit by the Party Committee of Vietnam National University, Hanoi.

Continuous development

In the context of the Fourth Industrial Revolution and the trend of international cooperation in science and education, the Party Branch upholds the slogan:Unity - Discipline - Pioneering spirit - High quality - International integration,Continue to innovate and seek appropriate and effective methods.

The Party cell continues to comprehensively lead the Faculty and Institute, and the affiliated organizations in successfully implementing all targets and tasks aimed at improving the quality of training and scientific research to meet social needs and international integration; expanding cooperation to develop and enhance the position of the Faculty and Institute; diversifying financial resources, continuing to modernize facilities and equipment; applying advanced university management methods, strengthening discipline and academic and workplace culture; continuing the work of Party building and rectification, enhancing the pioneering and exemplary role of Party members, building a strong Party cell, and promoting the comprehensive leadership role of the Party cell; continuing to innovate working methods and promote the role of affiliated organizations in building and developing the Faculty and Institute.
