Principles of the "Two in One" Party Cell
As a special Party cell, the Party cell of the Faculty of Management Sciences includes the Faculty of Management Sciences, the Institute of Policy and Management with a total of 22 Party members (as of March 2020). Under the leadership of the Party cell, the leaders of the two units and organizations are always united, proactive, active and creative in implementing the resolutions of the Party cell in implementing tasks to improve the quality of human resources of the Faculty and the Institute, the quality of scientific research activities, training, and international cooperation.
Carry out the mission: "Striving to become a prestigious center in research and training of high-quality human resources in science and management practice.” and vision: “Improve the quality of training products and scientific research, meet the requirements of society and international integration in science and education.”, The Party Cell upholds the following fundamental principles:
1. Democracy, solidarity, exemplary behavior, promoting the role of each party member and innovating the leadership methods of the Party cell are always factors ensuring the building of a clean and strong Party cell.
2. Maintain discipline and order in Party cell activities, voluntarily improve the quality of task performance.
3. Building a scientific research plan associated with training for each staff member in the Faculty and Institute is a solid step contributing to building the faculty in the research university model.
4. Caring about the lives of all staff is one of the driving forces to promote collective intelligence to develop the unit.
5. Promote democracy, proactiveness and creativity of mass organizations among staff and students to improve the quality of activities of each organization to mobilize collective strength to build a strong Faculty and Institute.
Outstanding marks of the 2017-2020 term
Inheriting and promoting the tradition of solidarity and unity within the entire Party Cell, between the Party Cell Executive Committee and the Faculty and Institute Leadership Board, and upholding the principles, has helped the Party Cell for the 2017-2020 term overcome difficulties in human resource shortage to achieve impressive results.
The Party Cell and the leadership of the Faculty and the Institute work with the Departments to develop a strategy to adjust the organizational structure and develop the team from now until 2020 and vision to 2030 with 3 main contents: (1) Review the current situation of staff, organizational structure of the Faculty and the Institute, (2) Propose staff strategy, structure of the department and adjust if necessary, (3) Review and evaluate the capacity, job description of each staff in the Faculty and the Institute and propose a training and development roadmap. Implementing the policy of opening new training codes, restructuring the Department, opening new Departments..., the Department of Public Policy has been established and completed the personnel structure to put into operation.
The Party cell of the Faculty and the Institute has constantly innovated in the method of enrollment, improved the quality of training, met the needs of society and international integration. The Faculty of Management Sciences began enrolling students for the Master of Public Policy program in 2018. On April 4, 2019, the Director of Hanoi National University signed Decision No. 961/QD - VNU on assigning the task of high-quality training at the university level to ensure quality in accordance with Circular 23/2014/TT-BGDDT. In the first course in 2019, the Faculty completed the enrollment target of 38 students. The Faculty has accepted on time the Master of Intellectual Property Management training project at the University of Social Sciences and Humanities as ordered by the Ministry of Science and Technology, preparing conditions for enrollment for the Master of Intellectual Property Management training.
The Faculty has developed plans, proactively worked and contacted many training institutions (Thai Binh University, Hanoi National University Development Center - Ba Vi Campus, Development Cooperation and Training Cooperation Center - Vietnam Central Association for Promoting Education, Tay Do University, FPT University...) to introduce training programs, promote the image of the Faculty and the Institute... thereby increasing the enrollment scale in all training systems.
Strong research group at Hanoi National University of Science and TechnologyPolicy and ManagementContinue to maintain and promote the role in implementing and timely accepting state-level science and technology tasks, protocol tasks, and provincial-level topics by Faculty and Institute staff as project managers or project participants.
The Party Cell continues to effectively implement the Party Cell's Resolution on Scientific Research. Up to now, the lecturers have completed the annual target of having works.published in ISSN journal. The number of domestic and international publications exceeded the target. During the term, 03 staff had articles published in international journals with ISI/SCOPUS index. In particular, Associate Professor, Dr. Dao Thanh Truong has a monograph published and published by Springer - one of the world's leading prestigious publishers.
The Party cell unifies the leadership of the mass organizations in the unit through the work of cadres. The key leaders of the Cadre Youth Union, Trade Union, Youth Union and Student Union are considered, clearly oriented and introduced by the Party cell to the mass organizations to participate in the work of the mass organization in the spirit of ensuring succession, creating an environment for young cadres to practice and mature, and ensuring democracy and transparency. That is why these organizations always have stability and operate effectively.
For many years, the Party Cell has been one of the leading units in the Party development work among students of the School Party Committee. During the 2017-2020 term, the Party Cell continued to exceed the target of Party development work among students.
With its efforts and achievements, the Party Cell has been recognized by superiors as clean and strong for 5 consecutive years and received a Certificate of Merit from the Hanoi Party Committee; during the 2017-2019 term, the Party Cell was awarded a Certificate of Merit from the Party Committee of VNU.

In the context of the fourth industrial revolution and the trend of international cooperation in science and education, the Party Cell upholds the sloganSolidarity - Discipline - Pioneer - High quality - International integration,Continue to innovate and find suitable and effective methods.
The Party cell continues to comprehensively lead the Faculty and the Institute, and mass organizations to successfully implement all targets and tasks to improve the quality of training and scientific research to meet social needs and international integration; expand cooperation to develop and enhance the position of the Faculty and the Institute; diversify financial resources, continue to modernize facilities and equipment; apply advanced university management methods, strengthen discipline in school culture and office culture; continue to build and rectify the Party, enhance the pioneering and exemplary role of Party members and cadres, build a strong Party cell, promote the comprehensive leadership role of the Party cell; continue to innovate operating methods, promote the role of mass organizations in building and developing the Faculty and the Institute./.
