Summary of thesis results: The author has delved into researching the thesis topic in a sequence from theoretical to practical basis to draw out scientific evidence and then propose solutions suitable to the research requirements of the topic. Part I. Theoretical basis: The author has shown that organizing projects according to a matrix structure is highly feasible in a market economy, suitable for the characteristics of science and technology human resources, and favorable for attracting leading scientists and highly qualified experts to participate in scientific research projects. Researching the theory of social mobility without migration and mobility with migration, the solution of attracting science and technology human resources through projects is consistent with the theory of social mobility, overcoming the rigidity and lack of flexibility of scientific research organizations operating under bureaucratic mechanisms, and simultaneously addressing the shortage of science and technology human resources in current scientific research organizations. Part II: Current Situation: Through practical research, the author affirms that, to overcome the current shortage of science and technology personnel at the Vietnam Social Security Science Institute, in addition to reforming the recruitment mechanism currently in place, attracting science and technology personnel through project activities is also a solution. Project-based recruitment is a flexible mechanism that ensures the attraction of science and technology personnel from outside to carry out the Institute's scientific tasks, while simultaneously contributing to improving the skills and experience of the Institute's science and technology staff through collaborative research. Therefore, the Vietnam Social Security Science Institute needs to promote science and technology activities through project models to attract science and technology personnel from outside to carry out the Institute's scientific tasks, ensuring the timely provision of scientific arguments to serve the development of the Vietnam Social Security sector. Part III: Solutions: From the research results of Parts I and II, the author concludes that the method of attracting science and technology human resources to the Institute of Social Insurance Science through the project model (matrix structure) is effective because this method has adequately addressed the questions posed to the Institute in the current situation, namely: what is the purpose of attracting talent? Summary of the findings of the thesis: This thesis was carefully researched from theoretical base to practical base so that the author successfully obtained the scientific proofs and pointed out the suitable solutions for the thesis' requirement. Part I: Theoretical base: The author shows that the Matrix structurally organized project would have a highly practical executability in the conditions of the Market Economy, suitable for the properties of scientific and technological human capital, favorable for attracting top scientists, experts who have deep knowledge to join the researched projects. According to the project, the human capital attracting science and technology is suitable for the moving societies' theory (with or without migration), successfully fixes the rigors, inflexibility of the bourgeois based science research organizations, at the same time, solves the lack of human capital in the current science research organizations. Part II: Practical Base: Throughout the practical research, the author confirmed: In order to fix the current lack of scientific and technological human capital in the Institute of Scocial Insurance the improvement of the employment's mechanism aside, the acceptance of the operating project to attract the human capital is also a solution. Human capital attracting policy not only ensures the external human capital's application, but also helps improve the skills, experience of the current personnels of the Institute in the joint-researched process. Therefore, the Institute of Social Insurance needs to promote the scientific and technological activies according to the model project, and from that attract the human capital for the extern to execute the Institute's scientific duties, ensuring the on-time provision of scientific proof, theory which supports the development of Vietnamese Social Insureance. Part III: Solutions: From the research result of Part I and Part II, the author concludes that the scientific and economic human capital attraction policy of the Institute of Social Insureance through the model project (matrix structure) is effective because this policy satisfies those questions which are put for the Institute in the current conditions: The purpose of the attraction?
