Summary of the results of the thesis: The author has deeply researched the thesis topic in order from theoretical basis to practical basis to draw scientific evidence from which to propose solutions suitable to the research requirements of the topic. Part I. Theoretical basis: The author has shown that organizing projects according to the matrix structure is highly feasible in the conditions of the market economy, suitable for the characteristics of human resources in science and technology, favorable for attracting leading scientists and highly qualified experts to participate in scientific research projects. Researching the theory of social mobility without migration and mobility with migration, the solution to attract human resources in science and technology through projects is suitable for the theory of social mobility, overcoming the rigidity and lack of flexibility of scientific research organizations operating under bureaucratic mechanisms and at the same time solving the shortage of human resources in science and technology in current scientific research organizations. Part II: Research Current situation: Through practical research, the author affirms that. To overcome the current shortage of science and technology human resources of the Vietnam Social Insurance Science Institute, in addition to having to innovate the recruitment mechanism currently applied, attracting science and technology human resources through project activities is also a solution. The form of attracting human resources through projects is a soft mechanism that not only ensures attracting science and technology human resources from outside to perform the scientific tasks of the Institute but also contributes to improving the qualifications and experience of the Institute's science and technology staff in the process of participating in research cooperation. Therefore, the Vietnam Social Insurance Science Institute needs to promote science and technology activities through the project model to thereby attract science and technology human resources from outside to perform the scientific tasks of the Institute, ensuring timely provision of scientific arguments to serve the development of the Vietnam Social Insurance industry. Part III: Solution: From the research results of Part I and Part II, the author comes to the conclusion that the form of attracting S&T human resources of the Social Insurance Science Institute through the project model (matrix structure) is effective because this form of attraction has satisfactorily solved the questions posed to the Institute in the current conditions: What is the purpose of attraction? Who is it attracted to? How is it attracted? 11. Ability to apply in practice: No 12. Further research directions: No 13. Published works related to the thesis: No

Major: Science & Technology Management. Code: 603472 9. Supervisor: Assoc.Prof.Dr. Pham Huy Tien 10. Summary of the findings of the thesis: This thesis was carefully researched from theoretical base to practical base so that the author successfully obtained the scientific proofs and pointed out the suitable solutions for the thesis' requirement. Part I: Theoretical base: The author shows that the Matrix structurally organized project would have a highly practical executability in the conditions of the Market Economy, suitable for the properties of scientific and technological human capital, favorable for attracting top scientists, experts who have deep knowledge to join the researched projects. According to the project, the human capital attracting science and technology is suitable for the moving societies' theory (with or without migration), successfully fixes the rigors, inflexibility of the bourgeois based science research organizations, at the same time, solves the lack of human capital in the current science research organizations. Part II: Practical Base: Throughout the practical research, the author confirmed: In order to fix the current lack of scientific and technological human capital in the Institute of Scocial Insurance the improvement of the employment's mechanism aside, the acceptance of the operating project to attract the human capital is also a solution. Human capital attracting policy not only ensures the external human capital's application, but also helps improve the skills, experience of the current personnels of the Institute in the joint-researched process. Therefore, the Institute of Social Insurance needs to promote the scientific and technological activies according to the model project, and from that attract the human capital for the extern to execute the Institute's scientifical duties, ensuring the on-time provision of scientific proof, theory which supports the development of Vietnamese Social Insureance. Part III: Solutions: From the research result of Part I and Part II, the author concludes that the scientific and economic human capital attraction policy of the Institute of Social Insureance through the model project (matrix structure) is effective because this policy satisfies those questions which are put for the Institute in the current conditions: The purpose of the attraction? Whom to attract? How to attract? 11. Practical applicability, if any: None 12. Further research directions, if any: None 13. Thesis-related publications: None
