10. Summary of the thesis results:
The thesis has fulfilled the objectives and tasks set forth, providing a comprehensive picture of the current situation and feasible scientific solutions to improve the effectiveness of digital learning resource development in the context of digital transformation in national defense education. Specifically, the following points are highlighted:
Firstly, regarding the theoretical basis: The thesis has systematized and clarified the core concepts of digital learning materials, digital learning material development activities, and the groups of influencing factors.
Secondly, regarding the current situation: The current state of digital learning resource development at the Library is only average (3.52/5.0), with a digital learning resource of approximately 85,000 records, but it is limited in terms of interactivity, multimedia, and in-depth knowledge of defense technology.
Thirdly, regarding solutions: The thesis has proposed a system of six synchronized, specific solution groups with an implementation roadmap until 2030, linked to the Smart Digital Library project at the new S8 building and the Academy's digital transformation orientation.
This thesis provides the first empirical evidence regarding the relationship between groups of factors and digital learning resource development activities in military academy libraries – a field that is still understudied in Vietnam. The research model and measurement tools of this thesis can be used as a reference.This serves as a reference for similar studies at other military academies and schools.
11. Practical applications:The research results provide the Board of Directors of the Military Technical Academy and the leaders of the Military Science Department and Library with a reliable scientific basis for policy planning, resource allocation, and implementation of specific solutions, contributing to improving the quality of digital learning resources, effectively supporting training in 45 military specialties and 21 civilian specialties, military science and technology research, and the goal of becoming a leading research university in science, engineering, and technology by 2030.
12. Future research directions:
Firstly, broaden the scope of comparative research among libraries of different military academies and schools (Military Medical Academy, Military Science Academy, Army Academy, etc.).
Secondly, the study evaluates the practical effectiveness after implementing the solutions.
Third, conduct in-depth research on the role of new technologies in the development of digital learning materials.
Fourth, research sustainable economic models for the development of digital learning materials under conditions of significant defense budget constraints.
Fifth, research the usage behavior and acceptance levels of digital learning materials among users in military education environments.
Sixth, research on integrating digital learning materials into training programs and evaluating the quality of training using the blended learning model at military academies.

First, regarding the theoretical foundation:The thesis systematized and clarified the core concepts related to digital learning resources, digital learning resource development activities, and the groups of factors influencing such activities.
Second, regarding the current situation:The development of digital learning resources at the Library is currently evaluated at a moderate level (3.52/5.0). Although the Library possesses approximately 85,000 digital records, the collection remains limited in terms of interactivity, multimedia integration, and specialized content related to defense technology.
Third, regarding solutions:The thesis proposes a comprehensive system of six groups of solutions with specific implementation roadmaps extending to 2030. These solutions are aligned with theSmart Digital Library Project in the new S8 Buildingand the Military Technical Academy's digital transformation strategy.
Furthermore, the thesis provides the first empirical evidence on the relationships between influencing factor groups and digital learning resource development activities within the context of a military academy library—an area that has received limited scholarly attention in Vietnam.
