Summary of thesis results: The thesis demonstrates that IT human resources are the most important factor determining the success of applying IT to socio-economic development in any country. This is a serious issue that needs to be considered because currently in Vietnam, too many IT application projects are ineffective due to a lack of research on this aspect. The thesis has analyzed many cases and demonstrated that IT human resource policies based on needs will improve the effectiveness of IT application, especially in regions and provinces with unique conditions.
