Summary of the results of the thesis: The thesis proves that IT human resources are the most important factor determining the success of applying IT to socio-economic development in any country. Using IT human resources strategically will bring many positive effects or vice versa. This is an issue that needs to be seriously considered because currently in Vietnam, there are too many IT application projects that are not effective due to not studying this aspect. The thesis has analyzed many cases and proved that the IT human resource policy according to demand will improve the efficiency of IT application, especially for regions and provinces with specific conditions. The scientific analysis of the thesis shows that for a mountainous province like Binh Phuoc, determining the need for IT human resources is important for the application of IT to develop the socio-economy of this province. 11.
