As a result, people had more chances to take part in their learning program in practice. * Besides gaining the achievements and limitations, we also received good experienced lessons to continue the following: + First, raising understanding of important role and position of education-training program as “the top national policy”. + Second, issuing right policies of development educational socialization available for all stages based on thoroughly Party'leading from central to location. Especially, increasing supervision and management of local administration in this program. + Third, orientation and view on educational development of Party has to pass and carried out effectively and harmoniously in all levels. + Fourth, co-ordinating educational socialization and democratization.
