Summary of the results of the thesis: - In the years of innovation, especially since the 4th Conference of the 7th Party Central Committee, our Party and State have had strong changes in the perception of the socialization of education, which has greatly contributed to promoting the development of education and training in the country. - The Party's policy of socializing education is a great success in educational reform, contributing to promoting innovation and development of the country's education and training, meeting the requirements of the country's industrialization and modernization. - The implementation of the Party and State's policies on the socialization of education in Hai Phong has contributed to solving the difficulties and shortcomings of the city's education sector in the new period, while promoting Hai Phong's education and training to have strong development steps, linked with the city's socio-economic development. - In fact, the socialization of education in Hai Phong (1996 - 2009) has achieved many great achievements: diversifying types of schools and training forms; strengthening educational facilities; contributing to the democratization of the educational environment... thereby creating many good learning opportunities for the people of the whole city. At the same time, the achievements and some shortcomings and limitations in this period are valuable lessons for effectively implementing the policy of socialization of education in the city in the next period. - From the practical implementation of the socialization of education in Hai Phong (1996 - 2009), the following main experiences have been drawn: + Firstly, raising awareness of the position and role of "top national policy" of education and training. + Second, thoroughly grasp the Central's guidance into local practice to propose correct policies on education and training development and education socialization suitable for each stage in the development process. Strengthen the leadership and direction of the Party Committee and the city government on the work of education socialization. + Third, the Party's orientations and viewpoints on education development must be thoroughly grasped, implemented and concretized in a harmonious and synchronous manner at all levels, in all sectors and in the whole society. + Fourth, it is necessary to link the socialization of education with the democratization of education.

As a result, people had more chances to take part in their learning program in practice. * Besides gaining the achievements and limitations, we also received good experienced lessons to continue the following: + First, raising understanding of important role and position of education-training program as “the top national policy”. + Second, issuing right policies of development educational socialization available for all stages based on thoroughly Party'leading from central to location. Especially, increasing supervision and management of local administration in this program. + Third, orientation and view on educational development of Party has to pass and carried out effectively and harmoniously in all levels. + Fourth, co-ordinating educational socialization and democratization.
