Strengthen the leadership and guidance of the Party Committee and the city government on the socialization of education. + Thirdly, the Party's orientations and viewpoints on education development must be thoroughly implemented and concretized harmoniously and synchronously at all levels, sectors, and throughout society. + Fourthly, the socialization of education must be linked with the democratization of education.
