Summary of the thesis results: - The thesis has systematized the theoretical basis of science and technology human resources: including concepts of science and technology human resources; criteria for evaluating the quality of science and technology human resources; training and development of science and technology human resources; and the scope of the research topic on training and development of science and technology human resources through the innovation of science and technology human resource training policies. The thesis presents viewpoints and urgent requirements for improving the quality of science and technology human resource training to serve the socio-economic development of Thanh Hoa province. - The thesis has provided an overview of the current situation, development trends, objectives, and solutions for innovating science and technology human resource training policies for the development of science and technology human resources in Thanh Hoa province, contributing to the socio-economic development of the province. By summarizing the current state of human resources in science and technology, the training of science and technology personnel, and conducting in-depth research on the science and technology human resource training policies of Thanh Hoa province, the research reveals that the training of science and technology personnel in Thanh Hoa province still faces many shortcomings. The main causes are the awareness of learners, and certain policies concerning learners, instructors, and training institutions. In reality, appropriate policies would unleash the potential of science and technology personnel in training to improve professional skills, research capabilities, and the application of new science, technology, and engineering. This would provide a solid foundation for the socio-economic development of Thanh Hoa province. - Based on survey and statistical data (with assistance from the Department of Planning and Investment, the Department of Education and Training, the Department of Science and Technology, and the Department of Labor, Invalids and Social Affairs) on population structure, labor structure, and science and technology human resources in state management agencies, training institutions, science and technology organizations, and enterprises, and using the Cobb-Douglas production function to determine total labor demand, a forecast of total human resource demand for training and total science and technology human resource demand for the period 2011-2015 and up to 2020 will be proposed. These forecasts, with a certain degree of accuracy, will help managers and policymakers in Thanh Hoa province develop plans and strategies for training and developing science and technology human resources for each period. - The thesis proposed several perspectives on reforming the training of science and technology human resources, specifically regarding the reform of science and technology human resource training policies, aiming to improve the quality of science and technology human resource development in Thanh Hoa. These perspectives stem from the Party's viewpoints and are concretized by the goals, directions, and solutions of the Government, Ministries, and the People's Committee of Thanh Hoa province for the province's socio-economic development strategy for the period 2011-2020. - The thesis proposed several fundamental solutions for reforming science and technology human resource training and development policies in Thanh Hoa to improve the quality of Thanh Hoa's science and technology human resources through training. Particular emphasis was placed on policy solutions for learners, teachers, and training institutions in Thanh Hoa province. 11. Practical applications: The research results of this thesis serve as a reference for policy planning and practical guidance on human resource development through science and technology training to support the socio-economic development of Thanh Hoa province. 12. Summary of the findings of the thesis: This thesis has systematized the theoretical base about science and technology human resources: the definition about science and technology human resources; training, developing human resources in science and technology and this thesis mainly studying about training and developing human resources in science and technology by renewing the training policies for science and technology human resources. Mi thesis presents some points of view, urgent requirements for increasing the quality in training science and technology human resources to serve economic-society development of Thanh Hoa province. The thesis has introduced the general information about the current situation, the trends of development, the goals, and the solutions in order to innovate the training policies for science and technology human resources in Thanh Hoa province to serve the economic-society development of Thanh Hoa province. By generalizing the current situation of science and technology human resources, the training human resources in science and technology, my thesis has deeply studied in the policies of training human resources in science and technology in Thanh Hoa province. The studied content shows that the training human resources in science and technology in Thanh Hoa province has many insufficient because of the main reason is that the awareness of trainers, some policies for teachers, leaners, and training institutions. Actually, if there are suitable policies it will evoke potentials of science and technology human resources in training to improve the level of education, the study ability, the making use of technical-science, and new technology. It is the stable base for economic-society development of Tsinghua province. Based on the statistics information (with the help of Thanh Hoa Departnebt of Planning and Investment, Thanh Hoa Department of Education and Training, Thanh Hoa Department of Science and Technology, and Thanh Hoa Department of Labor -Disability and Social Affairs) about the population structure, the labor structure, the human resources in science and technology in public sectors, in training institutions, science and teachnology organizations, and in companies, etc. and using the Cobb-Douglas production function in order to identify the total labor and propose the forecast about the total human resource need to be trained, the total human resource in science and technology in the period of 2011 – 2015 and to 2020. From the forecast information, with a certain of the accuracy will help leaders and policy makers in Thanh Hoa create long-term and short-term plans in trainning and developing science and technology human resources in Thanh Hoa province in each period. The thesis has proposed some points of views about training and training policy innovation for science and technology human resources in order to improve the quality of training and developing the human resources in science and technology in Thanh Hoa province. These opinions derive from the point of views of Vietnam Communist Party which has been specified by goals, perspective, and solutions of Vietnam Government, Ministries, and Thanh Hoa government in the economic-society development strategy in Thanh Hoa for periods of 2011 – 2020. This thesis has also proposed some basic solutions about the innovation for training policies, developing science and technology human resources in Thanh Hoa province in order to improve the quality of science and technology human resources in Thanh Hoa province by training the science and technology human resources.
