Summary of the results of the thesis: - The thesis has systematized the theoretical basis of science and technology human resources: including concepts of science and technology human resources; criteria for assessing the quality of science and technology human resources; training and development of science and technology human resources and the scope of the research topic on training and development of science and technology human resources through innovation in science and technology human resource training policies. The thesis presents viewpoints and urgent requirements for improving the quality of science and technology human resource training to serve the socio-economic development of Thanh Hoa province. - The thesis has introduced an overview of the current situation, development trends, goals and solutions for innovation in science and technology human resource training policies for the development of science and technology human resources in Thanh Hoa province, contributing to the socio-economic development of the province. By outlining the current status of human resources in science and technology, training of human resources in science and technology, and studying in depth the training policy of human resources in science and technology of Thanh Hoa province, the research contents show that the training of human resources in science and technology of Thanh Hoa province still has many shortcomings, mainly due to the awareness of learners, some policies for learners, teachers and training institutions. In fact, if there are appropriate policies, the potential of human resources in science and technology will be aroused in training to improve professional qualifications, research capacity, application of science and technology, and new technology. That is a solid foundation for the socio-economic development of Thanh Hoa province. - Based on survey and statistical data (with the help of the Department of Planning and Investment, Department of Education and Training, Department of Science and Technology, Department of Labor, Invalids and Social Affairs) on population structure, labor structure, science and technology human resources in state management agencies, training institutions, science and technology organizations, enterprises... and using the Cobb-Douglas production function to determine total labor demand, thereby proposing forecasts of total demand for trained human resources, total demand for science and technology human resources in the period 2011-2015 and up to 2020. The forecast data, at a certain level of accuracy, will help managers and policy makers of Thanh Hoa province to develop plans for training and development of science and technology human resources in the province over each period. - The thesis has proposed some viewpoints on innovation in training human resources for science and technology on innovation in training policies for human resources for science and technology, aiming to improve the quality of training and development of human resources for science and technology in Thanh Hoa. These viewpoints originate from the viewpoints of the Party and are specified by the goals, directions, and solutions of the Government, Ministries, Branches, and the People's Committee of Thanh Hoa province for the socio-economic development strategy of the province in the period 2011-2020. - The thesis has proposed some basic solutions on innovation in training policies, developing human resources for science and technology in Thanh Hoa to improve the quality of human resources for science and technology in Thanh Hoa through training human resources for science and technology. Based on the statistics information (with the help of Thanh Hoa Departnebt of Planning and Investment, Thanh Hoa Department of Education and Training, Thanh Hoa Department of Science and Technology, and Thanh Hoa Department of Labor -Disability and Social Affairs) about the population structure, the labor structure, the human resources in science and technology in public sectors, in training institutions, science and teachnology organizations, and in companies, etc. and using the Cobb-Douglas production function in order to identify the total labor and propose the forecast about the total human resource need to be trained, the total human resource in science and technology in the period of 2011 – 2015 and to 2020.
