10. Summary of the thesis results:

People who have rendered meritorious service to the revolution in general, and those who participated in the resistance war and were exposed to chemical toxins in particular, are those who fought and experienced glorious resistance wars, making immense contributions to the cause of national liberation, building and protecting the Fatherland. Therefore, the Party, the State, and the people honor, acknowledge, and highly appreciate the great sacrifices and contributions of those who have rendered meritorious service to the revolution. "The preferential treatment regimes for those who have rendered meritorious service to the revolution and their relatives are adjusted to suit the socio-economic conditions of the country in each period."

Since the policy of preferential treatment for resistance fighters exposed to chemical toxins was shifted from a social welfare program to a program for people with meritorious contributions to the revolution, their material and spiritual lives have improved, contributing to strengthening their trust in the State and maintaining social stability. The average level of allowances and subsidies for resistance fighters exposed to chemical toxins and their children, after several adjustments, is now equal to the preferential policies applied to other categories of people with meritorious contributions.

The research results have identified key policy implementation activities for people affected by dioxin, including reviewing eligible beneficiaries in Dong Da district; regular monthly activities such as providing monthly allowances and subsidies; implementing health insurance schemes, providing assistive devices and orthopedic equipment; implementing preferential education programs for people affected by dioxin; and activities expressing gratitude during Tet and other major holidays. This allows for an assessment of the satisfaction level of those affected by dioxin with the policy implementation activities they have received, and to understand their future aspirations in order to improve the effectiveness of policy implementation.

Recognizing that professional social workers will play a crucial role in the future in helping those who have rendered meritorious service to the nation access policies, the researcher understands that when these individuals are aware of the policies, establishing the necessary documentation for preferential treatment becomes easier and more convenient. Conversely, a lack of access to these policies prevents them from receiving the state benefits they rightfully deserve. Therefore, the researcher applied individual social work methods to assist former resistance fighters exposed to chemical toxins in establishing their documentation for preferential treatment.

11. Practical applications:

Based on research findings regarding the implementation of policies for people affected by dioxin, and as a social worker, the researcher applies individual social work methods and proposes specific interventions to support and guide war veterans affected by dioxin in accessing policies and establishing dossiers to receive preferential treatment from the Party and the State.

The people who have contributed to the revolution in general, the active resistance contaminated with toxic chemicals in particular those who fought, went through the struggle heroically, with great devotion in the cause of liberation nation building and national defense. Therefore, the Party, State and people to honor, recognize and appreciate the sacrifices and dedication of those great men who have contributed to the revolution.
