Chapter 1: Theoretical basis for restructuring the system of science and technology organizations in the process of implementing the mechanism of autonomy and self-responsibility according to Decree 115/2005/ND/CP.

Chapter 2: Current status of the organizational structure of the Institute for Regional Research and Development when converting to an autonomous and self-responsible mechanism according to Decree 115/2005/ND-CP.

Chapter 3: Solutions to restructure the organizational system of the Institute for Regional Research and Development when implementing the mechanism of autonomy and self-responsibility according to Decree 115/2005/ND-CP.

Thesis results:

1). Assessment of the current status of the organizational system of the Institute for Regional Research and Development when converting according to Decree 115

2). Impact of policies in Decree 115 on the organizational system of the Institute for Regional Research and Development.

3). Propose solutions to restructure the organizational system of the Institute for Regional Research and Development in the process of implementing the autonomous and self-responsible mechanism according to Decree 115/2005/ND-CP.

- Propose solutions on organizational structure suitable for the form of operation towards autonomy and self-responsibility.

-Propose solutions for human resource development to meet work requirements.

- Propose appropriate policies to encourage science and technology officers to maximize their potential in research, innovation, service, production and business activities.

12. Practical applicability: With practical applicability, the solutions proposed in the thesis are reference documents for the Institute for Regional Research and Development to develop the Institute's plan for the period 2016 - 2020.
