10. Summary of thesis results:
The thesis has mentioned the main theoretical issues, related concepts and built a basic theoretical framework on organizational culture (OC), the structure, role and impact of OC on the organization are presented, along with OC in public hospitals, the perspective on autonomy of public hospitals.
The author also examines and evaluates the impact of autonomy on hospital aspects and the effectiveness of implementing autonomy for hospitals, along with the challenges that hospitals face in the process of autonomy.
The author introduced the general overview of the Construction Hospital such as: organizational structure and personnel, medical examination and treatment situation in the past 5 years, as well as the hospital's autonomy roadmap in the coming time.
The author also specifically describes the 3 levels of hospital culture and ethics. Evaluates the impact of partial autonomy in recent years on hospital culture and ethics. The author has identified the current hospital culture and ethics model through the use of the CHMA test toolkit. Through analysis, the family culture model is dominant in the hospital culture. From surveys on the constituent elements and identification of the cultural model combined with comments from the author's practical experience at the hospital, the author has synthesized and given general comments on the hospital culture and ethics as well as given issues that need attention for the hospital culture and ethics at the current stage as well as comments on the change in the hospital culture and ethics of the Construction Hospital - Ministry of Construction when reorganized into the University of Medicine and Pharmacy Hospital - VNU.
Through the results of identifying the VHTC model and evaluating the current VHTC status of the Construction Hospital, the thesis outlines a new VHTC model for the Construction Hospital, now the University of Medicine and Pharmacy Hospital - VNU. Based on determining the future VHTC model and the reorganization of the hospital in the past, the thesis has proposed specific solutions focusing on developing the hospital's VHTC in the coming time to help the hospital build a strong VHTC foundation.
In addition, the author also makes some recommendations to the Ministry, the governing body - VNU. This is a case study of the Construction Hospital (now the University of Medicine and Pharmacy Hospital, VNU). Based on these results, the hospital's leadership can refer to develop the hospital's VHTC in the new situation, becoming an effective tool, a clear competitive advantage.

The research has addressed the main theoretical issues, related concepts and built a basic theoretical framework on organizational culture, structure, role and impact of organizational culture on the presented organization along with cultural organization in public hospitals and the perspectives on the autonomy of public hospitals.
The author also reviews and evaluates the impact of autonomy on aspects of hospitals and the effectiveness of implementing autonomy for hospitals along with the challenges that hospitals face in the autonomy process.
