This thesis examines fundamental theoretical issues regarding information needs of information users, factors affecting the ability of university libraries to meet those needs, and the role of studying information needs and the ability to meet those needs in the development of university libraries.

Based on this, a survey was conducted to examine the fundamental characteristics of information needs of users at university libraries in Hanoi, as well as the ability of these libraries to meet those needs. The study assessed the level of satisfaction of information needs and identified existing problems in the information provision activities of the libraries.

This thesis proposes several solutions to address the existing problems. Through these solutions, libraries will improve their capacity to meet the information needs of their users.

11. Practical applications:

The research findings and solutions presented in this thesis can be used by university libraries in Hanoi to address existing problems in providing information to users and to improve their information provision capabilities.

The research explored and criticized theoretical issues of the information users and information needs. It also identified seven factors affecting libraries' capability in supporting the information needs. It discusses roles of the research in information needs in the development of university libraries.

The research examines the characteristics of information users and their information needs. It explored and verified the capacity of Hanoi's university libraries in supporting the information needs, then identified the main issues in supporting information needs.

The thesis suggested solutions for addressing the main issues. These will help the Hanoi's university libraries to enhance their capability in providing the information needs.
