10. Summary of the thesis results:

- This thesis studies the requirements of an energy efficiency testing laboratory and examines the current state of the energy efficiency testing laboratory at Technical Center 3.

- The human resources of Technical Center 3 do not meet the requirements of the energy efficiency testing laboratory. The energy efficiency testing laboratory lacks highly specialized personnel. The salary policy of Technical Center 3 does not attract highly qualified personnel.

- This thesis proposes a negotiated salary policy solution to attract highly qualified human resources. The solution applies to different groups of personnel: experts, specialists, and other personnel groups.

11. Practical applications:

The policy of salary negotiation can be extended to public service units operating under the mechanism of autonomy and self-responsibility as stipulated in Decree 115/2005/ND-CP.
