Summary of the thesis results: Based on the analysis of theoretical and practical issues regarding the implementation of democracy in rural areas of Vietnam, and specifically in rural Vinh Phuc province, the thesis has proposed fundamental solutions to more effectively implement democracy at the commune level in rural Vinh Phuc today. Specifically: The thesis has analyzed the theory of democracy and its implementation in rural areas of Vietnam today; analyzed the current state of democracy implementation in rural Vinh Phuc province over 10 years of implementing the grassroots democracy regulations; and identified several basic viewpoints and solutions to better implement democracy in rural Vinh Phuc today. 11. Practical application potential: The thesis can be used as a reference document for teaching and research on grassroots democracy and grassroots democracy regulations in rural areas in universities, colleges, and political schools nationwide, for a wide range of interested parties. This thesis makes a small contribution to providing scientific arguments to support the political system in improving the quality of democratic implementation and combating negative phenomena and limitations that hinder the implementation and expansion of democracy for farmers in rural areas of Vinh Phuc province in particular and rural areas nationwide in general. 12. Further research directions: Based on the initial results achieved in this thesis, the author has been guided in several further research directions on democracy: + Implementing and promoting democracy among Vietnamese intellectuals during the period of industrialization, modernization, and integration of our country today. This is a promising research direction that meets the urgent requirements of the practical development of the intellectual class in our country today. Resolution Seven of the 10th Central Committee of the Communist Party of Vietnam clearly stated: In today's era, knowledge increasingly plays a decisive role in the development of each nation and people. To develop the intellectual workforce, it is necessary to improve the environment and favorable conditions for intellectual activities; in particular, it is essential to enact regulations on democracy in scientific, educational, training, cultural, and artistic activities; focus investment on creating an environment and conditions for intellectuals to actively participate and contribute; build and implement policies that value, reward, and honor intellectuals, attracting Vietnamese intellectuals at home and abroad to participate in national development. At the same time, the role and responsibility of intellectuals in promoting and implementing democracy in Vietnam today must be emphasized. + Expand the scope and space of research on the implementation of democracy in rural areas of the Northern Delta provinces. + Promote the role of specialized officials at the commune level in implementing democracy in rural areas of Vietnam.

Summary of the findings of the thesis: Based on the interpretation of both theories and practices on democracy implementation in the rural areas of Vietnam in general and in Vinh Phuc province in particular, the thesis has recommended certain fundamental solutions to obtain better effectiveness in democracy implementation in rural communes in Vinh Phuc province at the time being. Namely as follows: The thesis has: Analyzed arguments relating to democracy and democracy implementation in rural areas of Vietnam today. Analyzed the situation of democracy implementation in the rural areas of Vinh Phuc province for the last ten years of implementing the Regulations on grass-root democracy. Defined certain fundamental viewpoints and solutions for the purpose of better democracy implementation in the rural areas of Vinh Phuc province at the time being. 11. Practical applicability: The thesis could serve as a reference document for lecturing and studying on democracy at the grass-root level, on the Regulations on rural grass-root democracy in Universities, Colleges and Politics schools nationally as well as for others who are interested in this title. The thesis may partly provide the political system with scientific arguments to serve as the basis of improving the quality of democracy implementation as well as the fight against negatives and concerns which are now obstructing the implementation and expansion of democracy for farmers in the rural areas of Vinh Phuc province in particular and in the whole country in general. 12. Further research directions: Initial outcomes of the thesis have inspired the writer in some further directions on researching democracy as follows: + Democracy implementation and development in the intellectual class of Vietnam in the current period of industrialization, modernization and integration. This is a potential research that can meet the urgent demands of the present development of Vietnam's intellectual class. Resolution No. XII of the 10th Session of the Central Committee clearly points out that: In the modern age, knowledge has played the key role in the development of all nations and countries. In order to develop the intellectual force, it is necessary for us to improve favorable environment and conditions for their activities; especially to issue the Democracy Regulations in science, education and training and culture; to focus on the investment in creating environment and conditions for intellectuals to make ardent work and contribution; to build up and implement the policies on preferential treatment as well as respecting and attracting Vietnamese intellectuals in and outside Vietnam to contribute to the development of our nation. Concurrently, it is also required to heighten the role and responsibilities of intellectuals in the development and implementation of democracy in Vietnam nowadays. + Extending the scale and space of the research on democracy in rural areas of the Northern Delta. + Developing the role of full-time officers at communal level in the democracy implementation in the rural areas of Vietnam.
