Summary of the results of the thesis: a) The thesis has presented the theoretical basis of the autonomous institution of S&T organizations in general and R&D organizations in particular; the role, characteristics, and requirements of R&D organizations in a market economy; experiences in implementing autonomy of some countries in the world; investment in R&D of some countries. b) The implementation of the autonomous institution of S&T organizations and R&D organizations using the state budget is demonstrated through 2 stages: - Stage I, from the time our country started to innovate until the Law on Science and Technology was promulgated (2000); - Stage II: from the promulgation of the Law on Science and Technology to the present. At each stage, the thesis focuses on clarifying the strengths and weaknesses in implementing the autonomous institution according to the process of promulgating legal documents of the state on autonomous institutions, with comparisons with some countries; Evaluate the implementation of autonomy of science and technology organizations and research organizations using the state budget in the past; analyze the causes of the limitations. In addition, the thesis also introduces some general features of the potential of science and technology in Vietnam to clearly see the strengths and weaknesses of this system when implementing autonomy. c) Propose some solutions to perfect the autonomy institution for science and technology organizations and research organizations using the state budget, focusing on 2 main groups of solutions and 5 major contents mentioned.
