Summary of the thesis results: a) The thesis has presented the theoretical basis of the autonomous institution of science and technology organizations in general and R&D organizations in particular; the role, characteristics, and requirements of R&D organizations in a market economy; the experience of implementing autonomy in some countries around the world; and investment in R&D in some countries. b) The implementation of the autonomous institution of science and technology organizations and R&D organizations using state budget funds is shown in two stages: - Stage I: from the time our country began its reforms until the promulgation of the Law on Science and Technology (2000); - Stage II: from the promulgation of the Law on Science and Technology to the present. In each stage, the thesis focuses on clarifying the strengths and weaknesses in the implementation of the autonomous institution according to the process of promulgating state legal documents on the autonomous institution, with comparative analysis with some countries; This thesis evaluates the implementation of autonomy for science and technology organizations and R&D organizations using state budget funds over the past period; and analyzes the causes of limitations. In addition, the thesis introduces some general aspects of Vietnam's science and technology potential to highlight the strengths and weaknesses of this system when implementing autonomy. c) Proposes several solutions to improve the autonomy mechanism for science and technology organizations and R&D organizations using state budget funds, focusing on two main groups of solutions and five major areas. Specifically: - Regarding macro solutions: addressing the development and promulgation of a policy framework for science and technology, including the National Innovation System (NIS) and the Science and Technology Strategy to 2020; perfecting the legal system on the autonomy mechanism of science and technology organizations and R&D organizations using state budget funds in a synchronized manner. - Regarding micro-level solutions: focusing on 5 groups of issues: + Developing a system of criteria for classifying R&D organizations to regulate their autonomy; criteria for evaluating the performance of R&D organizations using state budget funds according to regional and international standards. + Regarding legislation: Continuing to improve regulations on autonomy in science and technology activities towards greater specificity and feasibility. + Regarding human resources: Enhancing the economic knowledge and skills of technology research staff and leaders of research institutions. + Regarding policy mechanisms: Improving financial mechanisms to create incentives for science and technology activities, innovating mechanisms and policies for financial investment in science and technology activities, and encouraging businesses to invest in technological innovation. + Regarding organization: Improving the operational mechanism of the state management apparatus for science and technology. d) Drawing some conclusions and recommendations. 11.
