10. Summary of the thesis results:

In recent years, the Party and State of Vietnam have paid close attention to public health through various actions and forms. One of the measures that the Party and State have widely disseminated to people nationwide is health insurance. Son La is also a province included in the Party and State's goal of public health care. Therefore, this study on the current situation and factors affecting health insurance among the people of Hua La commune, using both quantitative and qualitative research methods, has clarified several issues as follows:

  • The demand for health insurance among the population is 86%, but the actual participation rate is only 24%.
  • Factors contributing to the low rate of health insurance participation among the population include: excessively high health insurance premiums; poor quality of medical examination and treatment; inadequate medical examination and treatment procedures; high levels of discrimination in medical examination and treatment between those with health insurance cards and those paying for services; low living standards; low economic, cultural, and social conditions in Hua La commune; and health insurance policies that are not yet suitable for the people of Hua La.

This study aims to increase the rate of health insurance participation among the people of Hua La commune in the future. At the same time, this research contributes to helping commune officials, health workers, and those involved in promoting health insurance in Hua La commune in particular, and relevant departments in general, to develop appropriate health insurance policies and strategies for the people of Hua La commune.

11. Practical applications:

- This thesis will help healthcare workers and those directly involved in promoting health insurance to learn about some factors affecting people's participation in health insurance, and the reasons why the health insurance participation rate in Hua La is low.

- This will help relevant agencies, ministries, and departments to develop appropriate and specific health insurance policies for Hua La commune.

In recent years, the Party and the State pay attention to public health in a variety of actions and different forms. One of the measures that the State Party and the State disseminated to people in this country is health insurance. Son La is a province located in the targeted health care communityof the Party and and the State. Therefore, research onthe situation and the factors affecting the participation into health insuarance of local people in Hua La, Quyet Tam district of Son La

The research findings through quantitative research methods and quantitative clarification some of the following issues:

- Demand for insured people accounted for 86%, but the rate of insured people accounted for 24%.

- Factors affecting the rate of publicized people is still low due to: The premium is too high; poor quality of health care; medical procedures have not yet met the needs of the people; status discrimination in health care for people who care health insurance and care services is high; low living standards; economic conditions, culture and society in Hua La commune are low; health insurance policies are not consistent with Hua La local people.

This study, we want to join local people to participate Hua La social health insurance. At the same time this study contributes to the social workers, health workers and people working in social health insurance propaganda Hua La departments in particular and in general will be oriented and suitable health insurance policy with people Hua La commune.
