10. Summary of thesis results:

In recent years, our Party and State have focused on public health through various actions and forms. One of the measures that our Party and State have widely disseminated to people across the country is health insurance. Son La is also a province that is part of the Party and State's goal of public health care. Therefore, the study on the current situation and factors affecting health insurance of Hua La commune people, the research results through quantitative and qualitative research methods have clarified the following issues:

• The people's need to participate in health insurance accounts for 86% but the rate of people participating in health insurance accounts for 24%.
• Factors affecting the low rate of people participating in health insurance are: health insurance fees are too high; quality of medical examination and treatment is still poor; medical examination and treatment procedures do not meet people's needs; discrimination in medical examination and treatment for people with health insurance cards and people using services is still high; people's living standards are still low; economic, cultural and social conditions in Hua La commune are still low; health insurance policies are not suitable for Hua La people.

In this study, we aim to increase the rate of people in Hua La commune participating in health insurance in the future. At the same time, this study contributes to helping commune officials, health workers and those working in health insurance propaganda in Hua La commune in particular and departments in general to have appropriate health insurance orientation and policies for people in Hua La commune.

11. Practical application:

- The thesis helps medical staff and staff directly promoting health insurance to learn some factors affecting people's participation in health insurance, the reasons leading to the low rate of health insurance participation of Hua La people.

- Help relevant agencies, ministries and branches to consult and develop appropriate health insurance policies, specific to Hua La commune.
