Summary of the thesis results:In Chapter 1, the author systematized and clarified theoretical issues such as the concept of the Khmer ethnic group; television audience; television programs; organization; television program production organization… At the same time, this chapter also clarifies the principles and criteria for organizing the production of Khmer-language television programs.
Chapter 2, after conducting a survey and analysis of the production of Khmer-language television programs, revealed that the majority of listeners highly appreciate the diverse and rich forms and content of Khmer-language television programs broadcast by various stations. The programs are varied in genre and category, and the methods of reporting and presentation are quite engaging. This has attracted considerable public attention. Evidence shows that viewers watch frequently, with a high percentage watching between half and the entire program. Many popular categories, such as agriculture-rural life and entertainment, are also favored. Furthermore, the effectiveness of the programs is reflected in their contributions to the lives of the Khmer people.
Nevertheless, the study also identified several challenges facing the production of Khmer-language programs. These include content that is still heavily influenced by resolution-style writing and difficult to understand; monotonous presentation styles; slow information delivery, especially in programs translated from Vietnamese to Khmer; limited infrastructure; and a lack of professional staff for Khmer television programs. Furthermore, the study highlighted the issue of uneven living conditions, educational levels, and awareness among the Khmer community, creating pressure on program producers and hindering investment in infrastructure to ensure access to information for the Khmer people.
Chapter 3 presents two general directions and fundamental solutions. The first focuses on the human element, namely improving the professional skills, expertise, professional ethics, and political integrity of program producers. The second direction emphasizes improving the quality of program content, encompassing fundamental issues such as: information and propaganda planning, content improvement, image quality improvement, and program production process improvement. Based on this, the study proposes several solutions, including reforming management mechanisms and operational structures; increasing program duration and selecting appropriate broadcast times; and organizing and utilizing a network of collaborators at the district and town levels. These are fundamental solutions aimed at continuously innovating and improving the effectiveness of Khmer-language television program production at the Ca Mau, Soc Trang, and Kien Giang provincial television stations.

Practical applications:This thesis will serve as a valuable reference for colleagues, managers, and researchers on propaganda work targeting the Khmer ethnic minority, as well as journalism students at training institutions. It will provide an overview of information and propaganda work targeting ethnic minorities, especially for reporters, editors, translators, broadcasters, and technicians directly involved in producing Khmer-language television programs, enabling them to improve and innovate program production to meet the information needs of Khmer audiences.

In chapter 2, after conducting survey and analysis on the organization of production of Khmer TV programs. The research results show that most of the audience highly appreciated the form and content of the program of Khmer language of TV stations, which are quite diverse, rich in genres, categories, ways. The informative and expressive formula is also quite appealing. Thanks to those, they have attracted the attention of the public watching the radio. Evidence shows that the frequency of the public's radio viewing is quite regular, the level of viewing programs from ½ to the end of the program is quite high, there are many popular categories such as the agriculture-rural section, entertainment…. In addition, the program's effectiveness is also reflected through its contributions to the lives of the Khmer people.
However, research has also discovered a number of problems posing to the production organization of the Khmer language program, that is, the program content about news, articles still has a resolution style, hard to understand; the form of expression is still simple, information is slow, especially programs translated from Vietnamese into Khmer; The facilities are not limited, and there is a lack of professional staff making Khmer TV programs. In addition, the study also shows that the problems posed to the public are the living conditions, levels and awareness of the people, which are limited, creating pressure on programmers and pressing the investment in infrastructure to ensure information access opportunities for Khmer people today.
Chapter 3, the author gave two general directions and basic solutions. In particular, the first direction is on the human factor, which is to improve professional qualifications, profession, professional ethics, political bravery for program producers; The second direction is to improve the quality of the program's content, in this direction includes the basic issues: propaganda orientation plan, content improvement, image quality improvement and improvement program production. On that basis, the thesis proposes a number of solutions such as reforming the management mechanism and the operational apparatus; increase the duration and choose the right time to broadcast the program; organizing the construction and exploitation of the network of collaborators at district and town levels,…. These are the basic solutions to continuously innovate and improve the efficiency of production organization of Khmer TV programs of current Ca Mau, Soc Trang and Kien Giang TV stations.

They have an overview of the propaganda work for ethnic areas, especially the contingency of reporters, editors, translators, broadcasters and technicians who directly participate in the production of Khmer TV programs to take steps to improve and renovate program production to meet the information needs of Khmer audiences.
