Summary of the results of the thesis: Based on the analysis of the current state of state support policies for encouraging innovation in management technology and the application of QMS in state administrative agencies in general and public hospitals, specifically a specific study at Bach Mai Hospital in particular. The thesis analyzed the shortcomings and limitations of current policies and proposed policies to support technological innovation to improve the effectiveness of applying QMS in hospitals. Specifically, the main results are as follows: Proposed and recommended policies for 03 levels: government level, Ministry of Health level, hospital level, specifically for Bach Mai Hospital. For the government: Regulate the titles, ranks as well as the requirements for specific skills and knowledge that officers must have for each title and rank in the field of quality management and thereby officially recognize quality management as a professional profession like any other professional profession that must be present in an organization.
