Summary of thesis results: Based on an analysis of the current state of government support policies for encouraging technological innovation in management and the application of quality management systems (QMS) in state administrative agencies in general and public hospitals in particular, with a specific study at Bach Mai Hospital, the thesis has analyzed the shortcomings and limitations of current policies and proposed policies to support technological innovation to improve the effectiveness of applying QMS in hospitals. Specifically, the main results are as follows: Proposed policies and recommendations for three levels: government level, Ministry of Health level, and hospital level, specifically for Bach Mai Hospital. For the government: To regulate the titles, ranks, and specific skill and knowledge requirements for personnel in the field of quality management, thereby officially recognizing quality management as a professional occupation like any other professional occupation required in an organization.
