Therefore, the method of using human resources is the orientation for developing human resources in terms of quantity and quality. The topic "Applying the matrix structure to effectively use human resources of the Institute of Labor Science and Social Affairs" aims to propose solutions to effectively use the current human resources of the Institute. The topic has focused on implementing the following research tasks: - Analyzing theoretical issues directly related to scientific research activities. - Analyzing the current status of scientific research activities and using human resources of the Institute. - Proposing solutions to effectively use human resources through the matrix structure model. From the research, some general theories on matrix structure and scientific research activities are clarified, such as clarifying basic concepts; the current status of scientific research activities of the Institute. The topic focuses on analyzing and evaluating the effectiveness of human resource use of the Institute through participation in projects/topics of staff and researchers in the two years 2009-2010. On that basis, the topic proposes a solution to apply matrix structure to effectively use the existing human resources of the Institute. To apply matrix structure, it is necessary to change the structure of the Institute and accordingly change the method of scientific and technological management of the Institute. During the research process, the topic always adheres to the implementation of the set goals and tasks. However, the matrix structure model is a modern organizational model, so to restructure the activities from function to matrix structure, the Institute of Labor Science and Social Affairs needs time and conditions to meet the requirements of this new model. In the immediate future, the Institute of Labor Science and Social Affairs can experiment with the matrix structure by applying this model to projects and topics and then gradually shift the organization's activities from functional to matrix structure. This issue requires research and evaluation of the experimental implementation process to build the matrix structure model into a content of the Institute's development strategy for the period 2012-2015. Summary of the findings of the thesis: Human resource utilization is the most important element of policy making in human resource development. It is because most effective human resource utilization is the main purpose of this issue. Therefore, human resource utilization methodologies are the drives for quantitative and qualitative human resource development. The thesis entitled “Application of matrix structure in effective human resource utilization of Institute of Labor Science and Social Affairs” aims at introducing solutions to effective utilization of the Institute's existing human resources. The thesis focuses on the following research activities: - Analyze methodological issues related to scientific research activities; - Analyze the Institute's current situation in scientific research and human resource utilization; and - Propose solutions to effective utilization of human resources by matrix structure. Based on the literature review in matrix structure, scientific research performance, basic concepts and the Institute's current situation in scientific research, the thesis concentrates on analyzing and evaluating the effectiveness of the Institute's human resource utilization in 2009 and 2010. The research objects are projects done by the Institute's researchers. Then the thesis introduces matrix structure-based solutions to effective human resource utilization. The conditions for this application are the changes in the Institute's organizational structure together with improvements in its scientific and technological management method. During the research process, this thesis is always adhering to its research objectives and research tasks. However, matrix structure model is a modern organizational model. Therefore, in order to change its current structure to the matrix one, the Institute needs a certain period of time and has to meet some requirements of this new model. In the short run, the Institute of Labor Science and Social Affairs can try the matrix model by applying this model in its research projects then regularly change from its functional structure to the new one. The trial application of matrix structure model needs to be analyzed and evaluated seriously. It also needs to be a content of the Institute's Development Strategy in 2012-2015. When this structure is successfully applied in this Institute, it can be replicated in other research institutes. Therefore, further research and completion of this model is of necessity for the renovation of scientific and technological management. 12.
