Summary of Thesis Results: Human resource utilization is the most important step in human resource development policy planning, because the purpose of human resource development is to utilize resources in the best and most efficient way. Therefore, the method of human resource utilization is the orientation for developing human resources in terms of quantity and quality. The thesis "Applying the matrix structure to effectively utilize human resources of the Institute of Labor and Social Sciences" aims to propose solutions for effectively utilizing the Institute's current human resources. The thesis focused on the following research tasks: - Analyzing theoretical issues directly related to scientific research activities. - Analyzing the current state of scientific research activities and human resource utilization of the Institute. - Proposing solutions for effective human resource utilization through the matrix structure model. This study clarifies some general theories about matrix structure and scientific research activities, such as defining basic concepts and the current state of the Institute's scientific research activities. The research focuses on analyzing and evaluating the effectiveness of human resource utilization within the Institute through the participation of staff and researchers in projects/topics during 2009-2010. Based on this, the study proposes solutions for applying matrix structure to effectively utilize the Institute's existing human resources. Applying matrix structure requires changes to the Institute's structure and, consequently, changes to its scientific and technological management methods. Throughout the research process, the study consistently adheres to the set goals and objectives. However, the matrix structure model is a modern organizational model; therefore, restructuring the Institute of Labor and Social Sciences from a functional structure to a matrix structure requires time and conditions to meet the requirements of this new model. Initially, the Institute of Labour and Social Sciences can experiment with the matrix structure by applying this model to projects and research topics, and then gradually shift the organization's activities from a functional structure to a matrix structure. This requires research and evaluation of the experimental process to develop the matrix structure model as a component of the Institute's development strategy for the 2012-2015 period. Once the Institute operates effectively using the matrix structure, it can be applied to other research institutes. Therefore, continued research and refinement of the matrix structure model is essential for innovation in science and technology management. 11. Summary of the findings of the thesis: Human resource utilization is the most important element of policy making in human resource development. It is because most effective human resource utilization is the main purpose of this issue. Therefore, human resource utilization methodologies are the drives for quantitative and qualitative human resource development. The thesis entitled “Application of matrix structure in effective human resource utilization of Institute of Labor Science and Social Affairs” aims at introducing solutions to effective utilization of the Institute's existing human resources. The thesis focuses on the following research activities: - Analyze methodological issues related to scientific research activities; - Analyze the Institute's current situation in scientific research and human resource utilization; and - Propose solutions to effective utilization of human resources by matrix structure. Based on the literature review in matrix structure, scientific research performance, basic concepts and the Institute's current situation in scientific research, the thesis concentrates on analyzing and evaluating the effectiveness of the Institute's human resource utilization in 2009 and 2010. The research objects are projects done by the Institute's researchers. Then the thesis introduces matrix structure-based solutions to effective human resource utilization. The conditions for this application are the changes in the Institute's organizational structure together with improvements in its scientific and technological management method. During the research process, this thesis is always adhering to its research objectives and research tasks. However, matrix structure model is a modern organizational model. Therefore, in order to change its current structure to the matrix one, the Institute needs a certain period of time and has to meet some requirements of this new model. In the short run, the Institute of Labor Science and Social Affairs can try the matrix model by applying this model in its research projects then regularly change from its functional structure to the new one. The trial application of matrix structure model needs to be analyzed and evaluated seriously. It also needs to be a content of the Institute's Development Strategy in 2012-2015. When this structure is successfully applied in this Institute, it can be replicated in other research institutes. Therefore, further research and completion of this model is of necessity for the renovation of scientific and technological management. 12.
