Summary of the results of the thesis: Teaching and scientific research are two basic functions of universities and academies and are two main tasks of lecturers, in which scientific research activities play a decisive role in the quality of training. The current status of scientific research activities of young lecturers in universities and academies shows that there are still limitations, one of the basic reasons is that there are no specific policies to encourage them to participate in effective research. Scientific research activities of young lecturers at the Academy of Politics and Public Administration, Region I, have had many changes in recent years but are also facing limitations in the scientific research capacity of young lecturers and shortcomings in the scientific management of the Academy. The Academy has not yet developed specific policies to support and encourage young lecturers to do scientific research, making them have few opportunities to participate and lack the capacity to perform their tasks, gradually reducing their sense of responsibility and passion for research. The thesis proposes 2 groups of solutions on policies to encourage young lecturers to do scientific research at the Academy of Politics and Public Administration, Region I: Group of solutions 1: improve awareness and scientific research capacity for young lecturers with the following solutions: improve awareness and sense of responsibility of young lecturers in scientific research; improve scientific research capacity of young lecturers. Group of solutions 2: build a mechanism and manage scientific research activities of young lecturers, including building assessment criteria for scientific research activities; strengthen functional departments to manage scientific research and perfect the coordination mechanism of units in the Academy on scientific research; improve the process of building scientific research plans of the Academy of Politics and Public Administration, Region I; build a priority mechanism to support young lecturers in scientific research. 11. Practical applicability: The research results of the thesis can not only be applied at the Academy of Politics and Public Administration, Region I, but can also be studied and applied by other academies under the Ho Chi Minh National Academy of Politics and Public Administration and other universities and colleges. 12. Further research directions: Within the framework of a master's thesis, the topic only focuses on research at a certain level. Summary of the findings of the thesis: Teaching and scientific research are basic functions of universities and institutes, and the two main tasks of the teacher, in which scientific research is critical of the quality of training. However, some concerns still exist in research science among young teachers of universities and institutes. One of the main reasons for the above state is that no policy has been issued to encourage the young teachers to do research effectively. Scientific research of the young teacher at Institute of Politics - Administration Region I has changed in recent years; however, the young teacher has been faced with limitations on research capacity of themselves. In addition, scientific management of the Institute of Politics - Administration Region I has some limitations. Policies on encouraging the young teachers to do research have not been built; as a result, instructors have less opportunities to do, it leads to decrease the responsibility for doing research and enthusiasm of the young teacher. Thesis proposed two groups of policy measures to encourage young teachers in scientific research of Institute of Politics - Administration Region I to do scientific research. Group solution one: awareness and capacity for scientific research for young teachers: awareness, sense of responsibility for scientific research, capacity building for scientific research Group solution two: Building mechanism and management of scientific research activities of young teachers including: evaluation criteria for scientific research; fixed-departmental management functions of scientific research and perfect the mechanism of coordination of the units in Institute of Politics - Administration Region I on scientific research and process improvement plan for scientific research of the Institute of Politics - Administration Region I; Priority mechanism to support young teachers in scientific research. 11. Practical applicability, if any: The findings are not only applied at the Institute of Politics - Administration Region I but also in Institutes in the same system directly under Institute of Politics -National Administration of Ho Chi Minh and other universities and colleges. 12.
