Summary of thesis results: Teaching and scientific research are two fundamental functions of universities and academies, and two main tasks of lecturers, with scientific research playing a decisive role in the quality of training. The current state of scientific research activities of young lecturers in universities and academies shows that there are still limitations, one of the basic reasons being the lack of specific policies to encourage them to participate in effective research. Scientific research activities of young lecturers at the Regional Political and Administrative Academy I have seen many changes in recent years, but are also facing limitations in the scientific research capacity of young lecturers and inadequacies in the Academy's scientific management. The Academy has not yet developed specific policies to support and encourage young lecturers to conduct scientific research, leaving them with fewer opportunities to participate and lacking the capacity to perform their duties, gradually reducing their sense of responsibility and passion for research. This thesis proposes two groups of policy solutions to encourage young lecturers to conduct scientific research at the Regional Political and Administrative Academy I: Group 1: Enhancing awareness and scientific research capacity for young lecturers with solutions such as: improving awareness and sense of responsibility of young lecturers regarding scientific research; enhancing the scientific research capacity of young lecturers. Group 2: Building a mechanism and managing the scientific research activities of young lecturers, including developing evaluation criteria for scientific research activities; strengthening functional departments managing scientific research and improving the coordination mechanism of units within the Academy regarding scientific research; improving the process of developing scientific research plans at the Regional Political and Administrative Academy I; and establishing a mechanism to prioritize support for young lecturers conducting scientific research. 11. Practical applicability: The research results of this thesis are not only applicable at the Regional Political and Administrative Academy I, but can also be studied and applied by other academies under the Ho Chi Minh National Political and Administrative Academy and other universities and colleges. 12. Future research directions: Within the framework of a master's thesis, the topic focuses only on a certain level of research. However, the topic can serve as a foundation for new, more in-depth research directions on the scientific research activities of young lecturers and scientific management activities in universities, academies, and colleges. 13. Summary of the findings of the thesis: Teaching and scientific research are basic functions of universities and institutes, and the two main tasks of the teacher, in which scientific research is critical of the quality of training. However, some concerns still exist in research science among young teachers of universities and institutes. One of the main reasons for the above state is that no policy has been issued to encourage the young teachers to do research effectively. Scientific research of the young teacher at Institute of Politics - Administration Region I has changed in recent years; however, the young teacher has been faced with limitations on research capacity of themselves. In addition, scientific management of the Institute of Politics - Administration Region I has some limitations. Policies on encouraging the young teachers to do research have not been built; as a result, instructors have less opportunities to do, it leads to decrease the responsibility for doing research and enthusiasm of the young teacher. Thesis proposed two groups of policy measures to encourage young teachers in scientific research of Institute of Politics - Administration Region I to do scientific research. Group solution one: awareness and capacity for scientific research for young teachers: awareness, sense of responsibility for scientific research, capacity building for scientific research Group solution two: Building mechanism and management of scientific research activities of young teachers including: evaluation criteria for scientific research; fixed-departmental management functions of scientific research and perfect the mechanism of coordination of the units in Institute of Politics - Administration Region I on scientific research and process improvement plan for scientific research of the Institute of Politics - Administration Region I; Priority mechanism to support young teachers in scientific research. 11. Practical applicability, if any: The findings are not only applied at the Institute of Politics - Administration Region I but also in Institutes in the same system directly under Institute of Politics -National Administration of Ho Chi Minh and other universities and colleges. 12. Further research directions, if any: In an MA thesis scope, the thesis focuses on a certain level. The thesis; however, can be a background for the latest research for young lecturers' scientific research activities as well as the scientific management in universities, colleges and institutes. 13.
