And how to innovate this review process according to needs?" and has proven the hypothesis that innovating the scientific research project review process according to needs is possible through the following solutions: Innovating the mechanism for proposing and reviewing scientific and technological projects/topics in a proactive manner; Having a policy mechanism to encourage more businesses to participate in proposing scientific and technological tasks; Granting specialized scientific and technological councils the function of supervising the implementation of scientific and technological projects/topics; Improving the quality of the scientific and technological task selection council; amending and supplementing the composition of the council; Changing the scoring method for the criteria for reviewing scientific and technological projects/topics according to needs.
