Summary of the results of the thesis: The thesis raises the research question "Why is it necessary to innovate the process of reviewing scientific research topics? And how to innovate this review process in a demand-oriented manner?" and has proven the hypothesis that the process of reviewing scientific research topics in a demand-oriented manner should be innovated through the following solutions: Innovate the mechanism for proposing and reviewing scientific and technological topics/projects in a proactive manner. There should be a policy mechanism to encourage enterprises to participate in proposing more scientific and technological tasks. Give the specialized scientific and technological council the function of supervising the implementation of scientific and technological topics/projects. Improve the quality of the council for selecting scientific and technological tasks; amend and supplement the composition of the council. Change the scoring method for the criteria for reviewing scientific and technological topics/projects in a demand-oriented manner. Through analyzing the current status of the process of reviewing scientific research topics in Thai Binh province in the period of 2004-2008, including the stages of proposing scientific and technological tasks, consulting and selection activities, and reviewing outlines to select organizations and individuals to preside over the implementation of provincial-level scientific and technological topics/projects, the author also made recommendations to innovate the process of reviewing topics in a demand-oriented manner to link research with practice in Thai Binh. 11.
