10. Summary of the thesis results:
This thesis has researched and clarified three aspects: the theoretical and practical basis of the research problem; the current state of the research problem; and recommendations for solutions to improve the effectiveness of the research problem. The research results have clarified the overall picture of the implementation of policies for the development of the defense industry complex in the Russian Federation from 2000 to the present.
Today, our country is simultaneously undertaking two strategic tasks: national construction and defense in the new era. In this context, we must independently and self-reliantly develop our defense industry, given Vietnam's deep involvement in globalization and international integration. To choose the right path for building and developing our defense industry, we need to learn from the experiences and cooperate closely with countries that have advanced science, technology, and defense industries, especially with the Russian Federation, a country with leading scientific and technological potential and a highly developed defense industry.
The Russian defense industry (also known as the defense industrial complex) has experienced many ups and downs following the collapse of the Soviet Union and the years under President Boris Yeltsin's administration. Since 2000, the Russian government, under the leadership of President Vladimir Putin and President Dimitri Medvedev, has implemented sound policies, adapted to the realities of the Russian Federation, enabling the defense industrial complex to develop strongly, withstand domestic economic difficulties, overcome the global economic crisis, and ensure the supply of modern weapons and equipment to the Russian army, meeting current combat requirements and exporting to the world market in leading quantities and quality, thus consolidating and enhancing Russia's position on the international stage. Therefore, studying and understanding the defense industry development policies of the Russian Federation from 2000 to the present is of particular importance; drawing from practical experience, including successes and limitations in the construction and development of the Russian defense industry, creates a theoretical foundation and lessons learned for researching, selecting, and proposing strategic directions and models for the development of Vietnam's defense industry that are suitable to the new conditions.
This is the first research topic on the defense industry of the Russian Federation from 2000 to the present (June 2014), therefore the results of this thesis are entirely new research findings.
11. Practical applications:
The research findings of this thesis will contribute to clarifying the achievements, limitations, and prospects, along with the opportunities and challenges, for the Russian Federation's defense industry complex in the coming period. From there, feasible solutions will be proposed to promote positive impacts and minimize negative impacts in the process of developing a strategy for the development of Vietnam's defense industry.
12. Future research directions:
Firstly, the development model and policies of the Russian Federation's defense industry complex share many similarities with Vietnam, especially in the process of transitioning to a market economy. Based on the success of the Russian Federation, we need to identify and select a development model for the defense industry that suits our current conditions, focusing on integrating the defense industry with civilian industries to maximize the utilization of all national resources to serve the cause of national construction and defense in the new situation.
Secondly, building and developing the defense industry according to a combined model is not solely the responsibility of the Ministry of Defense, but involves many other ministries, departments, and agencies such as the Ministry of Public Security, the Ministry of Industry and Trade, and other state management agencies. Therefore, researching and developing an effective coordination mechanism between functional agencies, state management agencies, and manufacturing enterprises plays a particularly important role. Consequently, further, more in-depth research on this topic is needed.

Thesis researched 3 contents: theoretical and practical basis of the research issue; current status of research issue; recommendations to improve performances of the research issue. All of these clarify the overall of the activities of realizing the development policy for defense industry in Russian Federation since 2000.
Nowadays, our country is doing the two strategic tasks: building and protecting the Socialist Republic of Vietnam in a new era; in which, we have to build and develop the defense industry in the condition Vietnam has been deeply participating in the international integration and globanization. In order to gain a right direction for developing the defense industry, we have to learn the experiences and establish co-operation with the advanced - technology and developed - defense industry countries in the world, especially with the Russian Federation.
Russian defense industry (defense industry complex) has gone through the time of very harsh difficulties after the collapsing of the Soviet Union and under the government of President Boris Yelsin. Since 2000, under the leadership of Russian Government led by President Vladimir Putting and President Dimitry Medvedev, Russian defense industry complex has increased and reached successfully with great achievements, surmounted the economic crisis in Russia, in the world and satisfied to supply modern weapons and technical equipments for Russian arm forces and to export the world-leading weapons in quality and quantity to the world market, and to raise the position of Russian Federation in the international arena.
Consequently, the study of Russian development policy of defense industry since 2000 has a very special importance, with the withdrawn experiences of successes and limits of Russian defense industry complex, which will be a basic theory and direction for making a suitable development policy of Vietnam Defense industry in a new situation.
This is the first research on this area in the period 2000 ¸ present (June 2014), so the results of the thesis are the new ones.
12. Practical applicability, if any:
The research results of thesis will show out all the successes, limits and further prospects with opportunities, challenges of Russian defense industry complex in the coming time. The research results are the basis to outline highly – feasible solutions with enhancing the activeness and minimizing negativeness in the strategy of developing Vietnam defense industry in the new era.
13. Further research directions, if any:
First, there are many similarities between Vietnam and Russia in model and development policy of Russian defense industry complex; especially, in the process of changing to market economy. Based on the success of Russian defense industry complex, we need to identify a suitable model of developing the defense industry sector with orienting in combination between defense industry and civil industry in order to mobilize all the national internal forces to build and protect our country in the new era.
Second, building and developing the model of defense industry in accordance with combination is not the job of only Ministry of Defense. It needs the cooperation of many ministries, such as Ministry of Public Security. Ministry of Industry and Trade and other state management organizations. Therefore, the studies to form an effective combination mechanism among state organizations, ministries, sectors and enterprises are a very important issue. So it is needed to have the further researches on the above two contents.
