10. Summary of thesis results:
Aiming to propose solutions to perfect the criteria system for determining R&D tasks of Ninh Thuan province according to demand orientation to enhance the ability to apply research results into practice, the thesis has identified research boundaries, systematized key theoretical issues and the organic relationship between criteria for determining R&D tasks, demand orientation and the ability to apply scientific research results into practice;
Combining theoretical foundations and practical surveys, the thesis has demonstrated and drawn conclusions: the system of criteria for determining R&D tasks according to demand orientation to enhance the ability to apply research results into practice, is a system of criteria that can ensure that R&D tasks are determined and implemented according to the demand orientation of the market and society; there must be at least one subject with responsibilities or interests associated with the research results, with sufficient capacity to organize the application of results into production practices and local life; must give maximum priority to research tasks in the implementation stage.
After surveying, analyzing and evaluating the factors in the current criteria system of Ninh Thuan that make the determination of R&D tasks deviate from the above standards, the thesis proposed 03 groups of solutions to complete the criteria system for determining R&D tasks of Ninh Thuan province, including: unifying the use of a single system of standards in determining all types of R&D tasks in Ninh Thuan; supplementing and completing the content of the criteria and restructuring the criteria system in the direction of clearly distinguishing the mandatory criteria and priority criteria. In particular, assigning decisive values to the criteria on: meeting the needs of R&D tasks, on the subject of organizing the application of research results; assigning priority values to the criteria on the type of research implementation.
11. Practical applicability: Application in the work of rebuilding the system of regulations for managing science and technology tasks of Ninh Thuan province, according to Decision No. 296/QD-UBND, dated September 9, 2014 of Ninh Thuan Provincial People's Committee.

Combining theoretical basis and conduct field surveys, thesis proved and concluded: the system of defined criteria for R&D tasks focus on demand direction to enhance applying ability research findings into reality, is the system can guarantee criteria of R&D tasks are identified implementation-oriented needs of the market and society; must have at least one entity who is responsible or benefits associated with the research results, there is sufficient organizational capacity to apply the results to practical production and life in the locality; have maximum priority for research tasks in the development experimentalis step.
After the survey, analysis, evaluation factors in system's current Ninh Thuan make standard deviation compared to the standards above, the thesis proposed 03 solutions to complete the system criteria for R & D tasks of Ninh Thuan province, including: uniform standards using a unique system of identifying all forms of R & D tasks in Ninh Thuan; supplement and complete content of criteria restructure the system to clearly define the criteria towards the required criteria to be achieved, the priority criteria. In particular, assigning decision values to criteria: meets needs-oriented R&D tasks, the application can organize all research results; assign priority values to the criteria of the type of the experimental development.
