Religion is a complex and sensitive issue, yet it is a necessary need in the spiritual and mental life of the people. This need greatly influences the development of individuals and society in a region or nation. Therefore, religious activities also need to be given due attention. Furthermore, religion is a matter of human spiritual and mental life and a human right recognized by the international community. Therefore, managing religious activities cannot rely solely on legal tools but must employ a combination of methods, from ideological and economic influence to administrative measures. In addition, because religion is a broad, sensitive, and complex issue, it requires a great effort from the entire political system. This has been affirmed by the Lao People's Revolutionary Party, which states that the participation of the entire political system is essential for achieving the desired effectiveness in religious affairs. Vientiane, the capital city, is the political, economic, cultural, social, and major religious center of the Lao People's Democratic Republic. Therefore, carrying out religious affairs here is of great importance in resolving religious issues and promoting the role of religions in national construction and defense.
Religion is a sensitive issue, and religious affairs require considerable effort from those working in this field, as well as from the entire political system. Based on the viewpoints and policies of the Lao People's Revolutionary Party and the State of the Lao People's Democratic Republic regarding religious affairs, the Vientiane City Party Committee and Government have provided correct guidance in religious affairs and promptly addressed emerging issues. However, religious affairs in Vientiane still have certain limitations, raising several issues that require immediate improvement to enhance the effectiveness of religious work.
Based on the theoretical framework of management, religion, religious affairs, and the current state of religious activities and work in Vientiane, the capital of the Lao People's Democratic Republic, Chapter 3, through comparison and drawing lessons from religious affairs in Hanoi, Vietnam, proposes several solutions and recommendations to improve the effectiveness of religious affairs in the future. These include perfecting the legal system, raising awareness among officials in general and those working in religious affairs in particular, improving the effectiveness of mobilizing religious followers in key religious areas, strengthening the religious affairs apparatus at all levels, and improving the economic, social, and intellectual lives of religious communities.
