Through the collection and synthesis of documents, combining theoretical and practical research, the thesis clarifies the process of the Luong Son District Party Committee correctly and creatively applying the Party's guidelines and policies in leading the implementation of new rural construction from 2008 to 2014. Thereby, it evaluates and summarizes the leadership process of the Luong Son District Party Committee, the outstanding achievements that have been made, thereby clearly stating the limitations, weaknesses and finding the subjective and objective causes of the existence. In addition, valuable lessons are drawn, contributing to building the viewpoints and guidelines for agricultural and rural development in Luong Son District, Hoa Binh Province.
