This thesis clarifies the factors affecting Vietnam-Russia relations and the state of Vietnam-Russia relations before 1991; it clarifies the Party's policies and the process of the Party's guidance in implementing Vietnam's relations with Russia from 1991 to 2005 through two periods: 1991-1995 and 1996-2005 in the main areas: political relations, security and defense relations, economic and trade relations, cultural and educational relations, and scientific and technological relations; based on the practical experience of the Party's leadership in implementing Vietnam's relations with Russia from 1991 to 2005, the thesis offers some observations on advantages, limitations, and causes, and draws some key lessons that are valuable for current reference.

The observations and experiences drawn from the historical process of the Party's leadership in implementing Vietnam's relations with the Russian Federation from 1991 to 2005 are important arguments and evidence that contribute to promoting the increasingly effective development of Vietnam-Russia relations, befitting a comprehensive strategic partnership; at the same time, they are valuable references for other bilateral relations of Vietnam in the current period of accelerating industrialization, modernization, and international integration.
