Social insurance and health insurance towards universal coverage is a major policy of the Party; it is an important social policy, with humanitarian significance and profound community sharing, which is highly valued by our Party and State and always promoted in the social security policy system.
The goal is to cover all people with Social Insurance and Health Insurance. The purpose of voluntary Social Insurance is to help participants receive pensions, reduce difficulties and risks in old age and social security. The purpose of Health Insurance is that all people are managed, cared for, and guaranteed equality in rights and obligations in participating in Health Insurance and enjoying health services. The practical benefits people receive from the Health Insurance policy are one of the important indicators to evaluate the goal of fairness in health care.
The results of implementing Social Insurance and Health Insurance work in Chuong My district have increased annually, the Health Insurance coverage rate as of December 2021 reached 91.5% of the population; the rate of workers participating in compulsory Social Insurance over the working-age workforce reached 39% and the rate of workers participating in voluntary Social Insurance over the working-age workforce (farmers, workers in the informal sector) reached 1%.
However, the coverage rate of Social Insurance and Health Insurance in Chuong My district has not yet met the development requirements of society and the target of Social Insurance and Health Insurance coverage of the district by 2025. Therefore, it is necessary to have specific solutions to strive for the Health Insurance coverage rate to reach 95% or more by 2025 and the participation rate of voluntary Social Insurance among the working-age labor force (farmers, workers in the informal sector) to reach 2.5% or more; the satisfaction index of Social Insurance and Health Insurance participants to reach 85% or more.

Having the social insurance and medical insurance to be used by all citizens is the major policy of the government. It is an important social policy that carries the humanities and a profound public sharing value. This policy is given a special attention by the government and ranked high in the set of policies for stabilities and wealth of the society.
The government is aiming to cover the medical insurance and social insurance for everyone. The social insurance helps the attendants to enjoy the pension and reduce life's difficulties when they get old. On the other hand the medical insurance's aims were to make the attendant's health to be managed and managed. It also ensures the equalities regarding the rights and duties of people when they participate in the medical insurance and use the medical services. The true benefits, which the people get from the medical insurance are important criteria to judge the aim for equality of health care.
The result of covering rates of medical insurance and social insurance has been increasing gradually each year in Chuong My district up to Dec 2021. The covering rate of medical insurance reached 91.5 percent of the population. The percentage of workers who joined the mandatory social insurance on the total workers in the working age was 39 percent. On the other hand it was only 1 percent of the workers who joined the voluntary social insurance on the total workers in the working age.
However, the covering rates of the medical insurance and social insurance in the Chuong My district is still not up to the expectation for the development of the society and the aim of the government to 2025. The solutions are needed to make the covering rate of the voluntary social insurance reaching 2.5 percent. The index to judge the satisfactions of the citizen, who use the insurance reaching 85 percent and above.
