10. Summary of the thesis results:

In today's society, there are generally accepted societal norms. However, each social group and social status has its own distinct norms, and the scientific community is no exception. In reality, deviations from these norms are quite common within this community. These deviations can sometimes be unconscious, stemming from a lack of knowledge or information, or they can be conscious, calculated, and deliberate. To address this issue, we need to identify these deviations and propose recommendations to supplement legal regulations to help regulate such behavior. This study assesses the application of internationally recognized scientific norms in the activities of scientific and technological organizations in Vietnam today. The current application of scientific norms in the activities of scientific and technological organizations in Vietnam deviates significantly from the five scientific norms proposed by Robert K. Merton. This is reflected in the following aspects: research topics are evaluated according to administrative levels, the scientific achievements of researchers are based on the level of the research topic, the criteria for appointing scientific positions, and the acceptance of research projects.

To correct these deviant behaviors, we need to implement solutions such as: improving the way research projects are evaluated, focusing on the substance of the work itself rather than the journal in which it is published, and moving away from the current administrative-level evaluation system. Research project evaluation should simultaneously assess both the research results and the research effectiveness. We should also develop an effective model for scientific research activities.

11. Summary of the findings of the thesis:

In today's society there are common standards in cosmopolitan society. However, every social group, every social status has separate standards and the scientific community is no exception to that. In fact, in this community the standard deviation situation is quite popular, in the standard deviation is that when people are unconscious or lack of knowledge and information but still deviated the standards, even if they are conscious, deliberate, but intentional standard deviation. To solve this problem we need to identify and make recommendations standard deviation added to the legal text and contribute to adjust deviant behavior. Putting out a study to evaluate the application of scientific standards recognized worldwide operations of the organization of science and technology in Vietnam is like. The application of scientific standards in the operation of the Science & Technology organizations in Vietnam are now compared with five standard deviations standard science Robert K. Merton was launched. This is reflected in the following aspects: the subject was assessed according to the administrative level, the achievements of scientific of researchers based on the topics level and standards of scientific appointment and subject to acceptance research.

To adjust the standard deviation of the behavior we need to set out the measures to solve as: Improved the researches assessment and evaluation on the nature of the assessment process rather than carrying it on magazines, not administrative assessment under the current level. Assessment study needs to simultaneously evaluate research results and research efficiency. Build an effective model of scientific research activities.
