10. Summary of thesis results:

In today's society, there are common social norms. However, each social group and each social status has its own norms, and the scientific community is no exception. In fact, in this community, deviations from standards are quite common. Sometimes, people are unconscious, lacking knowledge and information, and sometimes, they are conscious, calculating, and deliberately deviating from standards. To solve the above problem, we need to identify deviations and make additional recommendations to legal documents to help regulate deviant behaviors. Conduct a study to evaluate the application of internationally recognized scientific norms to the activities of scientific and technological organizations in Vietnam today. The application of scientific norms in the activities of scientific and technological organizations in Vietnam today all deviate from the five scientific norms proposed by Robert K. Merton. This is demonstrated through the following aspects: topics are evaluated according to administrative level, the scientific achievements of researchers are based on topic level, criteria for appointment to scientific positions and in the acceptance of research topics.

To correct deviant behaviors, we need to propose solutions such as: Improving the way of evaluating research projects, evaluating based on the nature of the project, not evaluating the journal that carries it, not evaluating according to the administrative level as is currently the case. Research project evaluation must simultaneously evaluate both research results and research effectiveness. Building an effective model of scientific research activities.

11. Summary of the findings of the thesis:

In today's society there are common standards in cosmopolitan society. However, every social group, every social status has separate standards and the scientific community is no exception to that. In fact, in this community the standard deviation situation is quite popular, in the standard deviation is that when people are unconscious or lack of knowledge and information but still deviated the standards, even if they are conscious, deliberate, but intentional standard deviation. To solve this problem we need to identify and make recommendations standard deviation added to the legal text and contribute to adjust deviant behavior. Putting out a study to evaluate the application of scientific standards recognized worldwide operations of the organization of science and technology in Vietnam is like. The application of scientific standards in the operation of the Science & Technology organizations in Vietnam are now compared with five standard deviations standard science Robert K. Merton was launched. This is reflected in the following aspects: the subject was assessed according to the administrative level, the achievements of scientific of researchers based on the topics level and standards of scientific appointment and subject to acceptance research.

To adjust the standard deviation of the behavior we need to set out the measures to solve as: Improved the researches assessment and evaluation on the nature of the assessment process rather than carrying it on magazines, not administrative assessment under the current level. Assessment study needs to simultaneously evaluate research results and research efficiency. Build an effective model of scientific research activities.
