11. Summary of the thesis results:
After researching the human resources index for science and technology (S&T) within the Vietnamese local innovation index (PII) system, the student has completed the objectives and tasks of the thesis. A summary of some of the results is as follows:
- In Chapter 1, the author analyzed and clarified the theoretical basis for measuring innovation and the use of human resource indicators in the innovation index set.
- In Chapter 2, the author analyzes the current situation regarding the selection and development of indicators related to human resources in science and technology within the Vietnam Local Innovation Index (PII); and also points out the advantages and limitations of using human resource indicators in the PII.
- In Chapter 3, based on the limitations and difficulties that still exist in the process of measuring the human resources in science and technology within the PII (Provincial Innovation Index), and analyzing some experiences from countries around the world, the author presents some scientific arguments to improve the human resources in science and technology within the PII in Vietnam.
12. Practical Applications: The research results of this thesis serve as a reference document, providing a scientific basis and some recommendations for improving the human capital pillar and research within Vietnam's Local Innovation Index (PII). This research will also serve as a reference for undergraduate and graduate students studying the innovation index.
